for the second time.I iarrived at approximately 2: 45 p,m. and departed at 3:30 p,m, Before he left, I 

asked him if he had any comments he said he did but he.wasn't going to write them on the comment page 

provided to him, He then said that he would call again to schedule another appointment to review the draft 

report
