Email concerns the training of Military Police on detainee treatment and handling. It includes a discussion of the inclusion of Geneva Convention and focuses the requirement for humane treatment of all prisoners at all times as specified under the Geneva Conventions and states this training should be repeatedly and strongly reinforced.

u ject: RE: TRAINING FOR TREATMENT OF PRISONERS
Sirs

The MP School is currently supporting detention operations training at Fort Dix for units slated to deploy to GTMO to perform the detention mission. I visited this training last week and can attest to the fact that it meets the Army standards.
In addition, there are 26 MOS 31E (Corrections) NCOs deployed to Iraq conducting detention ops training for both MP and non-MP units who are or will be performing the detention mission. They are using a TSP developed by our corrections SME at USAMPS who has conducted three visits to GTMO and two to Iraq in the past year. To date 713 of 1458 Soldiers, airman and marines have been trained. End of training is projected for 24 June 2004.
In both training programs, the instruction makes no distinction based on the technical legalities of the prisoners' Geneva Convention status. In both programs, the requirement for humane treatment of all prisoners at all times as specified under the Geneva Conventions is repeatedly and strongly reinforced.

JB, Ray...to add...
There is a major concern on treatment of detainees at GITMO vice in IZ. In particular, the application of the Geneva Convention to those detained at GITMO since they are categorized as members of terrorists organization, are stateless, and whereby the GC is not applicable. There is specific language in executive order that enumerates this. Members of Congress have questioned this during hearings this week.

JB-
We can/will. Currently MI and MP schools are conducting scrub of doctrine. Interim MP doctrine is being prepared incorporating lessons learned from GTMO incidents that fits current issue. Simultaneous effort getting generated is review of what we are teaching in our schools concerning handling/treatment of EPOW and interned Civilians. Center of gravity will be at MP school. I'll have my guys contacalr
