1. (U) Purpose. Provide guidance on targ~ting priorities for post OIF operations and
reconstruction efforts. ·
2. (U) Key Points. ·
• (S/IREL) Background: In support ofOPLAN 1003V, CENTCOM tasked DIA to develop
a comprehensive database that contains key Iraqi political and military leaders who
would either be targeted before, during, and after coalition military operations or would
. not be permitted to play a role in a future Iraqi government. Those individuals were
placed on the Black List. Individuals whose intentions or connections to the current
regime were unknowri or in positions of ipterest are on the Grey List and those likely to
support US/coalition objectives on the White List. DIA/MEA-4 compiled these lists
based on a community-wide assessment and according to IC coordinated and NSC
approved definitions. · ·
• (S/IREL) Methodology: Each member on the original Black List crafted prior to the
conflict in Iraq has been reviewed to determine their current and anticipated threat to the
new regime. Historical intelligence, interrogation reports, and compliance with the new
Black-Grey-White List Criteria were used to determine a final recommendation.
• (S/IREL) All members on the Black List #56 and above were considered.
