International Committee for the Red Cross (ICRC) - Question: Will the International Committee of the Red Cross submit a formal report of the results of its visit to Guantanamo Naval Base? Will the State Department release the report to the public? Answer: The International Committee of the Red Cross operates on the basis of confidentiality and it will only share its initial findings with the appropriate U.S. Government officials. It is not appropriate for the State Department to release the findings of the International Committee of the Red Cross.
