(Must Do) ICRC: express interest and appreciation for
ICRC initiating meeting; note that range of DOS
participants reflects USG seriousness and respect for ICRC;
we look forward to reviewing the formal written report.

2.
(Must Do) DOD: acknowledge that DOD has the lead;
understand you have fully de-briefed DOD on GTMO and at the
Pentagon. Assume you received the necessary support and
cooperation needed from DOD to perform your mission. We at
State are very interested that your interviews continue
successfully; let us know if there are any problems.

3.
(Must Do) Confidentiality: request explanation of
ICRC's modalities when visiting detainees, including
confidentiality; specifically raise how we plan to respond
to press inquiries.
