You have agreed to meet with IB of the
International Committee of the Red Cross (ICI-4C) June 6 @ 11:30 a.m. to noon in your office. \
This should provide you
with an opportunity to request ICRC to brief on the
modifications in their CY 2002 plan of action for the
Washington-based delegation. Tentative information is ICRC
will increase the original CY 2002 budget (approximately
$1,000,000) for this delegation by approximately $425,000.
They do not plan to issue a separate appeal to cover the
increase, the necessary difference will be drawn from their
contingency reserve. The increased budget is linked to
expenses related to their GTMO operation.
'may update you on the current
state of play from the ICRC's perspective on access issues
to individuals detained by USG. ICRC welcomed the sharing
of a fist (-STATE 92772) of GTMO detainees and is waiting
for a fuller response to the Tauxe letter of April as well
as additional lists. They are specifically concerned about
the lack of access to GTMO detainees in the integration
ce s. They are working through L/PM and DOD (both the
Pentagon and SOUTHCOM). Please find attached an email
exchange that characterizes last week's discussions between
