State Department cable concerning the identification of detainees at Guantanamo. Specifically, the cable states "It was recently discovered that several detainees transferred to Guantanamo who were previously reported to be nationals of Afghanistan, Turkmenistan, and Uzbekistan, are in fact nationals of China. The names of each detainee and the affected countries can be found in paragraph 5. If you have any question about whether they are also your nationality or if they are of continuing law enforcement or intelligence interest to your government, we can arrange a visit to facilitate your resolving such concerns."

• It was recently discovered that several detainees transferred to Guantanamo who were previously reported to be nationals of Afghanistan, Turkmenistan, and Uzbekistan, are in fact nationals of China. The names of each detainee and the affected countries can be found in paragraph 5. If you have any question about whether they are also your nationality or if they are of continuing law enforcement or intelligence interest to your government, we can arrange a visit to facilitate your resolving such concerns. -- Posts, and host governments, should be aware that preliminary personal information, such as nationality and date of birth, is self-reported by the detainee. It may be inaccurate and even intended to dedeive.
-- These individuals continue to pose a threat to the United States and international peace and security and are being detained on the same basis and under the same status as other detainees held in connection with our military operations. For operational and security reasons, we have transported them to the U.S. Naval Station at Guantanamo Bay.
-- All detainees are being treated humanely. Representatives from the International Committee of the Red Cross will be given the opportunity to visit the detainees /8at Guantanamo Bay.
-- If you have information concerning these detainees,and especially information concerning any criminal conduct (including violations of the laws of war) that they arealleged to have committed, we would appreciate receivingthat information through the (comment: not all posts have law enforcement liaison) embassy.
