-- THE NEW MILITARY ORDER THAT SECRETARY OF DEFENSE RUMSFELD PRESENTED IS A CLEAR IMPROVEMENT COMPARED TO EARLIER PROPOSALS. THE AMERICAN SIDE STATES IT HAS STRIVEN TO TAKE INTO CONSIDERATION VIEWS OF OTHER GOVERNMENTS, AS WELL AS FROM HUMAN RIGHTS GROUPS, WHICH I WELCOME.
