the Government of Afghanistan and encourage Afghan
authorities to provide access to ICRC to visit all detainees
under usual ICRC conditions, as appropriate. Post is also
requested to stress to Afghan authorities that the United
States does not have a policy of encouraging Afghanistan to
deny access.

Geneva: Please approach ICRC officials to restate our
position that we encourage Afghan authorities to provide
access to ICRC to visit all detainees under usual ICRC
conditions, as appropriate. Please inform ICRC that we are
reiterating this to the Government of Afghanistan.
