(U) SUMMARY. ON 11/07/03 AT 1300 HOURS FOURTEEN PEOPLE REPRESENTING THE ISTANBUL CHAPTER OF THE HUMAN RIGHTS ASSOCIATION DELIVERED A TWO PAGE LETTER ADDRESSED TO PRESIDENT BUSH TO THE AMCONGEN IN ISTANBUL. THIS WAS THE FIRST SUCH "DEMONSTRATION" AT THE CONSULATE SINCE OFFICIALLY MOVING TO THE ISTINIYE DISTRICT OF ISTANBUL ON JULY 15, 2003.

(U) WHAT WAS THOUGHT TO BE AN "ILLEGAL DEMONSTRATIONtI BY THE TURKISH NATIONAL POLICE (TNP) ACTUALLY TURNED OUT TO BE LITTLE MORE THAN THE DELIVERY OF A LETTER TO CONSULATE' PERSONNEL. BRAVING INCLEMENT WEATHER FOURTEEN MEMBERS OF THE HUMAN RIGHTS ASSOCIATION PASSED AN ENVELOPE TO A REPRESENTATIVE OF THE PUBLIC AFFAIRS SECTION. THE ENVELOPE, ADDRESSED TO PRESIDENT BUSH, CONTAINED A TWO-PAGE LETTER WRITTEN IN TURKISH. THE LETTER LAYS OUT ACCUSATIONS OF HUMAN RIGHTS VIOLATIONS AND ACTIONS IN CONTRADICTION TO THE GENEVA CONVENTION

"DEMONSTRATION" WITH OVER 100 OFFICERS, MOST OF WHOM
