The cable states "The national[s] at Guantanamo is being held as ' an enemy combatant[s] and are being treated humanely, and in a manner consistent with the principles of the Third Geneva Convention of 1949. Only law enforcement and intelligence inquiries are appropriate for Guantanamo. The U.S. Government does not entertain consular inquiries regarding enemy combatants being held at Guantanamo."
