State Department cable concerning Ambassador Dan Coats meeting with German Foreign Affairs State Secretary Gunter Pleuger. Mr. Pleuger requested the meeting to discuss the Guantanamo detainees. Mr. Pleuger and later Foreign Minister Fischer stated that "the Guantanamo detainees should be treated in accordance with the Geneva Convention, with consideration for humane treatment, protection of human dignity, protection from violence and access to medical treatment and due process in court." The cable is otherwise heavily redacted.

2. (C) AFTER POINTING OUT HEIGHTENED INTEREST ON THE PART OF
THE MEDIA AND HUMAN RIGHTS GROUPS CONCERNING THE TREATMENT OF
THE DETAINEES, PLEUGER SUMMARIZED A PRESS STATEMENT FOREIGN
MINISTER FISCHER HAD MADE THAT AFTERNOON. MINISTER FISCHER

• HAD STATED THAT THE DETAINEES SHOULD BE TREATED AS PRISONERS
OF WAR (POWS) AND IN CONFORMITY WITH THE GENEVA CONVENTION,
WITH CONSIDERATION FOR HUMANE TREATMENT, PROTECTION OF HUMAN
DIGNITY, PROTECTION FROM VIOLENCE, ACCESS TO MEDICAL
TREATMENT, AND DUE PROCESS IN COURT. IN HIS SUMMARY OF HIS
MINISTER'S COMMENTS, PLEUGER ALSO MENTIONED THAT FISCHER HAD
