The letter states "Dear Mike: Enclosed is an ICRC Verbal Note concerning the situation of persons detained in Afghanistan. Copies of this Note are also being provided to the US Embassy in Kabul and to the US Permanent Mission in Geneva. I am sending copies also to Shirin Tahir-Kheli and John Bellinger at the NSC, to Chuck Allen at the Pentagon, and to Will Taft. This Note and the December 23, 2003 Working Paper on Guantanamo are provided in advance of President Kellenberger's Washington visit January 15-16, 2004.
