SUBJECT: Joint Intelligence Debriefing Centre Current Capabilities

I. Following discussions at the Pol/Mil team meeting held on 4 June 2004, with regard to
the tasking on the resources of the Joint Intelli~ence Debriefing Centre (JIDC), I have gleaned
the following information from\ . (JIDC Collection Manager) as to the current SDR
loading and the resources they have to address them. In summary, there are currently (as of noon,
4lh June 2004) 252 active SDR's that it can be re~sonably expected to collect against. However,
many of these SDR's are for multiple sources so, in reality this would entail374 debriefings.
This does not account for the fact that many SDRs are of such a size that it takes a nwnber of
interviews to answer a single SDR. These are predominantly those of a generic nature, pertaining
to organizational structure and operatin2 nrocedures.
3. The situation above does not allow time for drafting !IRs resulting from the interviews
which take fai more time than the interviews themselves. If you factor this in, then the nwnber of
interviews conducted must be reduced dramatically. As previously stated, these figures are
current today, should any further SDRs be submitted, then they too will have to be factored into
the equation. This statement does not take into account the situation regarding War Crimes issues
or the priority system employed at the ISG, which by their very nature impose further restrictions
on debriefing operations.
