The memo, sent via fax, is for the production of records concerning tracking detainees at Abu Ghraib. The memo states "The Change Sheets arc filled out whenever a detainee is moved from one location in the facility to another, the moves are then annotated on the Change Sheets. There are so many generated that they are destroyed when completely full. There are no Change Sheets available during the time frame of 15 July 2003 and 31 January 2004."

SUBJECT: Change Sheet Records Check
1. (FOUO) On 4 June 20 i ed met with following individuals concerning Change Sheet records; SFC, USA; NC01 Detainee In rocessing Facility, Bahgdad Center Correctir ns acility (BCCF), an 1LT, USA; assigned to the Si, 391st Miltary Police Battalion. Both in 'viduals indicated that the Change Sheets records were perishable, that is, the documents are not stored after use.
The Change Sheets arc filled out whenever a detainee is moved from one location in the facility to another, the moves are then annotated on the Change Sheets. There are so many generated that they are destroyed when completely full. There are no Change Sheets available during the time frame of 15 July 2003 and 31 January 2004.
