DOD Memo: Procedure 15 Interview of Official re: Conditions at Abu Ghraib Detention Facility

Memo is an interview-statements regarding conditions in AG.
Interviewee recalled finding a detainee naked in their cell, the detainee was identified as a high level official. Recalled the detainee was embarrassed about being naked in the cell (provided the detainee a sheet to cover himself-although his clothing was in a closet with the clothes of other detainees) with a female present.
Recalled detainees stating they were beaten when initially arrested and would present their bruises.
Stated that one interrogator would use stress positions until she signed the IROE.
Would ask the MPs to strip the detainees for interrogations, but would have them clothed when being returned to their cell. If he/she used the hole, stated it would only be for 30 min.

Records finding a detainee naked in the cell, who was embarassed that there was a female in the same cell. Also records "quite a few others naked in the cell. I did not discuss this with anyone because it was known that the detainees were in their cells naked. It was a call by the MPs to keep them naked in the cells." Notes, "detainees would tell us that they were beaten when they were initially arrested and they would show us their bruises. Often times the detainees that were beaten during arrest were quite relieved that they weren't being abused at the prison. One detainee that I recall admitted to lying to us because he thought that he was going to be beaten, and decided to talk after he found out we wouldn't hurt him." Adds that "we asked the MP on duty to strip [a detainee] naked for us for the interrogation. . . .We could use stress positions without the approval of higher." But then notes, " I never saw or was aware of any detainee abuse, humiliation . . ."

I was assigned to Camp Cropper right after 4 July 2003. The units already at Camp Cropper when I arrived were from 519th MI BN and the 325th MI BN. Personnel in erations at Camp Cropper wer (company commander) (interrogation operations). At Camp Cropper id didn't receive any Interrogation Rules of Engagement (IROEs). I had been deplo ed to GTMO before and so I knew the IROEs. I sat in on some interrogation with We always conducted out interrogation outside in a tent. While at Camp Cropper, I never saw or knew of any detainee abuse, Humiliation of detainees or anything out of the ordinary. On 15 September, I moved to Abu Ghraib. The unit there, 519th MI BN, was
not prepared to receive us. When I first arrived at Abu Ghraib, I did not receive any [ROE training. We received the training after we moved into the hard site sometime after

The detainee was not scared nor hurt, he was embarrassed because all he was a sheet that we provided him for the interrogation, and that there was a female in the cell with him and not having clothes. Detainees would tell us that they were beaten when they were initially arrested and they would show us their bruises. We would ask them if they were in pain and offer to send a medic to check them out. Often times the detainees that were beaten during arrest where quite relieved that they weren't being abused at the prison. One detainee that I recall admitted to lying to us because he thought that he was going to be beaten. We asked the MP (I do not remember his name) to put his clothes back on? I do not know why the detainee was naked. The detainee's clothes were not in the cell, we actually waited about 10-15 minutes for the MPs to find his clothing, after they said that they didn't know which clothes were his because they were all together with other detainees clothing, we just got a sheet for the detainee to cover himself up with for the interrogation. We did leave him with the sheet when the interrogation was over. There

I never sat in on an interroption where stress position was used. My team did not request/conduct any sleep deprivation or eating habit. out in late September, we had to sign them and then they were posted in the Interrogation

buildings. After the mortar attack on 20 September, we were no longer authorized to

time that I saw any officers down in the hard site is when they were doing their "tours" to the Red Cross or visiting high ranking personnel. I know we had observer after we built the interrogation booths. I do not know who was there because the booth had a one way mirror. We went off on the IROE and the ICE leadership gave us, I don't know who directed them to give it o us. In the beginning, i lot of the approvals were verbal (but I can't name specifically who would approve). Later on, they started buckling down on a lot of stuff. I do not know why. After being read the interrogation techniques from the power point slide, I am not sure what technique the naked interrogations under. I never sat in on an interrogation where a detainee was told to sit against the wall. I never saw or was aware of any detainee abuse, humiliation, photos of detainees or videos of detainees. I had redeployed by the time CID began their investigation on the
abuse. The only CID investigation I remember was the one after the mortar attack. I do not know of any other detainees being interrogated naked. I only heard rumors of it ll
