Memo is an interview-statements regarding conditions in AG.
Interviewee recalled finding a detainee naked in their cell, the detainee was identified as a high level official. Recalled the detainee was embarrassed about being naked in the cell (provided the detainee a sheet to cover himself-although his clothing was in a closet with the clothes of other detainees) with a female present.
Recalled detainees stating they were beaten when initially arrested and would present their bruises.
Stated that one interrogator would use stress positions until she signed the IROE.
Would ask the MPs to strip the detainees for interrogations, but would have them clothed when being returned to their cell. If he/she used the hole, stated it would only be for 30 min.

I did not discuss this with anyone because it was known that the detainees were in their cells naked. It was a call by the MPs to keep them naked in the cells." One detainee that I recall admitted to lying to us because he thought that he was going to be beaten, and decided to talk after he found out we wouldn't hurt him." Adds that "we asked the MP on duty to strip [a detainee] naked for us for the interrogation. . . .We could use stress positions without the approval of higher." But then notes, " I never saw or was aware of any detainee abuse, humiliation . . ."

The detainee was not scared nor hurt, he was embarrassed because all he was a sheet that we provided him for the interrogation, and that there was a female in the cell with him and not having clothes. Detainees would tell us that they were beaten when they were initially arrested and they would show us their bruises. We would ask them if they were in pain and offer to send a medic to check them out. Often times the detainees that were beaten during arrest where quite relieved that they weren't being abused at the prison. One detainee that I recall admitted to lying to us because he thought that he was going to be beaten. We asked the MP (I do not remember his name) to put his clothes back on? I do not know why the detainee was naked. The detainee's clothes were not in the cell, we actually waited about 10-15 minutes for the MPs to find his clothing, after they said that they didn't know which clothes were his because they were all together with other detainees clothing, we just got a sheet for the detainee to cover himself up with for the interrogation. I know we had observer after we built the interrogation booths. I do not know who was there because the booth had a one way mirror. We went off on the IROE and the ICE leadership gave us, I don't know who directed them to give it o us. In the beginning, i lot of the approvals were verbal (but I can't name specifically who would approve). Later on, they started buckling down on a lot of stuff. I do not know why. After being read the interrogation techniques from the power point slide, I am not sure what technique the naked interrogations under. I never sat in on an interrogation where a detainee was told to sit against the wall. I never saw or was aware of any detainee abuse, humiliation, photos of detainees or videos of detainees.
