Black List Way Ahead
The Black List was developed to Identify key Iraqi
regime leaders
Not a viable tool for dual-use as former regime and
current insurgent leaders
* An Insurgent Leader List will be included in the DIA
Insurgency Database
All insurgents that were not former regime leaders AND
added to the Black List after major combat operations
ended will be purged from the Black List and migrated
to Insurgent Leader List
Those former regime leaders at large AND assessed as
participating in the Insurgency will appear on both lists
