Synopsis: To set forth the Counterterrorism Division's.(CTD)
Terrorism Incident Response Protocol 4TIRP) for possible or known acts
of terrorism (AOT) against the U.S., its interests or citizens.
—Enclosure(s): A one-page flyer of the TIRP.
Details: In'conjunction with the FBI Headquarters Crisis Response
Plan, the Director and various other FBI executives will be notified
of a crisis. Upon notification, the Director or designee will assign
,management responsibility of the.crisis to a_FBI Headquarters division
(i.e., Counterterrorism, ,Counterintelligence, Criminal,.Cyber). In
. the event an incident/crisis is deemed an act of.terrorism (AOT) or a
'counterterrorism related matter, oversight responsibility will be
assigned to the CTD. In order to effectively' address a terrorism
related crisis, the CTD has established a Terrorism Incident Response
Protocol, (TIRP) . The TIRP is a tool to improve the efficiency whereby
the CTD and supporting elements respond,to an AOT or counterterrorism
related matter. The - TIRP will be used by.CTD executive management and
others to facilitate the notification,. assessment, planning and '
response to such events. Set forth hbelow is the TIRP:
