<p>An investigation concluding that there was probable cause to believe a detainee, Riadh Mohammed Abd Al Razak, died naturally as result of Atherosclerotic Cardiovascular Disease on June 10, 2004. Detainee Camp Chief who was interviewed stated that Mr. Al Razak suddenly turned blue and fell over in his tent, whereupon he brought Mr. Al Razak to the front gate where he received medical attention and was taken to hospital. Mr. Al Razak had returned from the hospital two days earlier with heart medication. A medic stated that CPR was administered at the gate but that Mr. Al Razak was dead on arrival at hospital. Preliminary autopsy recorded death as natural.</p>

She stated that when the detainee was brought to the gate, the camp chief stated he was having a heart attack, She immediately called for medical aid. She observed that Detainee AL RAZAK's skin was a grayish color and he was gasping for air. She stated no pulse could be found so she started Cardio Pulmonary Resuscitation (CPR). She continued CPR until medical aid arrived. She stated the medics continued CPR, attempted to place an IV, and used a defibrillator on the detainee. (See Autopsy Report) AGENT'S COMMENT: A crime scene examination was not conducted of the death scene due to officer safety concerns and operational limitations. The camp contained over 200 agitated detainees and an insufficient number of Military Police to move and guard the detainees, therefore the crime scene examination could notbe conducted without placing the agents in harms way. No canvass interviews were conducted of the camp detainees. The more reliable and less hostile Camp Chief was interviewed. She stated that when the detainee was brought to the gate, the camp chief stated he was having a heart attack. She immediately called for medical aid. She observed that Detainee AL RAZAK's skin was a grayish color and he was gasping for air. She stated no pulse could be found so she started Cardio Pulmonary Resuscitation (CPR). She continued CPR until medical aid arrived. She stated the medics continued CPR, attempted to place an IV, and used a defibrillator on the detainee.
