A review of CID Report of Investigation (ROI) 0014-03-CID919-63732 did not reveal significant concerns regarding thoroughness, timeliness or timely reporting. The initial facts pointed directly to the findings of a natural death, and were supported by medical evidence. 2. Even though the Agent's Investigation Report (AIR) was written in an unorthodox manner, the basic facts surrounding the death were conveyed in the report. Medics claimed they exposed photographs of the scene prior to the arrival of agents, however, no effort was made to view or obtain the photographs as evidence. Several individuals were mentioned in the statements taken from witnesses; however, they were not fully identified or interviewed. Lastly, statements should have been obtained from one or two detainees who had contact with the victim prior to his death, and included in the report. 3. On 08 March 2004 this investigation was initiated based on notification from the 22nd MP Battalion (CID), Baghdad International Airport (BIAP), Baghdad, Iraq, APO AE 09342, that a detainee from the Detention Facility, Camp Cropper, BIAP, IZ, APO AE 09342 had died. COL said he and SGT ent to the detainee's quarters and found Mr ABBAS lying on his cot rubbing his chestArplainia a burning pain in his chest. During • uestioning by SGiCOL heard Mr ABBAS say that he had been xperiencing thii ier one-hour beflieing for medical pain for• ov ssistance. I work inside the High Value ta nea handling routine administrative assignments. On 07 March 2003 at about 2330 hours, SSG .... came to me and told me to check on detainee #39. The detainee had complained to SSG 71:41=.',Mk. -..-that he was having chest pains. I went to detainee #39's room, building 4, room D, and found him lying on his cot. He was conscious and moaning, and holding his chest. He looked pale to me. I asked him i & figQiurt and he replied that this chest was "burning." I went to the medics' roEig iviske up SGT , and to t detainee # 39 was complaining of chest pains. I think SGT" oke up the doctor, Dr. (COL) I went back to detainee #39 and told him that the medical personnel were en route. Detainee #39 was still lying on his cot. He st'l sonscio omnlaining about his chest hag ..s- . Within a minute of me reaching detainee #39, SG Ind Dr. arrived my location. SGT 444156-14 asked detainee #39 what his problem was. Detainee #39 told him that he was having chespai.SGT ( took detainee #39's pulse and said that we needed to take him to the medical room. SGTOYOrged detainee #39 if he needed a stretcher, and detainee #39 declined, and said he'd walk. SGTIIIIIItsi& q # vx9.1- to the medical room. Once in the medical room, the medics started an EKG on detainee detainee C #39. SGT said we need to get him to a hospital. That's when I called the battalion TOC and requested an ambulance. Within a very short period of time, detainee #39 went unconscious. I went out to make sure that the ambulance was on the way and when I returned, the medics and the doctor had started rescue breathing and CPR. I relieved one of the medical guys with chest compressions so that he could inject detainee #39 with the proper medications. I continued doing CPR until someone relieve y24,hat I could help carry him out to the ambulance. While they were treating detainee #39,1 saw SG defibrillate detainee #39 threef.z.r times while we were waiting for the ambulance. Detainee #39 is Abdul Abass, I think. ND Q: Do you know if CPR was continued in the ambulance to the Air Force medical unit? YID A: No. Q: What was the doctor doing while the medics were treating detainee #39? A: He was supervising the medics, giving instructions, and administering medications. Q: How long do you estimate it was from the time you first spoke to detainee #39 until the ambulance took him out of the compound? A: From about 2330 until 00 5 h. ur ' Q: Is it normal for SSG to get you when a detainee complaints to him about feeling ill? A: Yes. That's the normal procedure since they are the compound guards and we handle informing the proper people when a prisoner needs something or there are issues about the buildings or facilities within the HVD. Q: Have you ever had prior contacts with detainee #39? A: Yes. During my routine duties I've spoken with him in the past. The detainee agreed and sat up on his cot. At that point, I helped him walk to our medical area. Once there, we laid him down on the cot and hooked him up to the monitor. Detainee #39 continued to complain about the pain in his chest. I looked at the monitor and it was evident to me that he was having a "ST segment elevation." In layman's terms that means I think he's having a heart attack. That's what I told the doctor and he agreed. Within about 30 seconds detainee #39 went unconscious. At that point, he went into V-TACH. I gave him a pericordial thump to try and restart his heart. It did not work. We started CPR and rescue breathing and gave detainee #39 several types of cardiac medications. None of our treatmas 3 seemed to any effect on improving his condition. We continued CPR and rescue breathing until Dr. obtained at defibrillator from another area of the HVD. We administered defibrillation approximately 5 times, in accordance with standard ACLS protocols (Advanced Cardiac Life Support). These too failed to improve his condition. About this time, the Air Force ambulance arrived. We transferred detainee #39 to the ambulance and the Air Force medics transported to the E-MED facility on BIAP. Q: Explain your background in emergency medicine. A: I've been an RN for 13 years. 12 years I've worked in the emergency room. I've been a paramedic for 6 years. I've been an Army medic for 2 months.
