SUMMARY OF SIGNIFIGANT EVENTS: About 0900,2 Feb 05, the undersigned conducted a thorough review of this investigation and determined the investigation clearly demonstrates the detainee was not injured during his apprehension or subsequent interrogations by the FBI. This fact was documented within hours of the event by both the FBI Interrogator and a medical screening conducted two days after his apprehension. The review indicates the investigation. does not support listing the offenses as "Insufficient Evidence' rather, clearly indicates the offense did not occur as alleged and should therefore list the offenses as "Unfounded". A . - review of the Report of Investigation completed on 20, Oct 04 (original maintained in the files of the USACRC), revealed the following documentation/testimony to supporting this conclusion.. • Exhibit 14 FBI 342 clearly documents the detainee was interviewed by three FBI agents, an interpreter and a nurse (who subsequently made sworn statements — Exhibits 14, 15, 16, 18 and 19).
