(FLARING), St. Augustine, FL 32085, notified this office that a FLARNG employee observed a
video containing alleged detainee abuse committed by members of B Co, 1-124th Infantry Bn,
FLARNG.

Investigation revealed the above video named "Ramadi Madness" contained footage of
inappropriate rather than criminal behavior. Numerous still photographs and the computer
hard-drive containing the "Ramadi Madness" video were seized and/or viewed during the

Law Enforcement Sensitive investigation; none of the actions depicted in the images were criminal. Extensive coordination with the Offices of the Staff Jud e Advocate for the state of Florida and Fort Stewart, GA, revealed the actions of SFC =epieted in the video were not criminal in nature.

Q-When viewing the video, do you recall approximately how many separate segments there were during the
time you watched it?
A-I saw three titles, the editor put titles at the beginning of each segment there was a title in big blue headlines,
then it would fade out and the footage would begin. I know I saw three or four titles. The person who edited
this put a lot of work into it.
Q-Have you ever viewed or heard of other video media of the same type within this unit?
A-No, as a matter of fact I believe that the guidance or directive from Public Affairs pertaining to this type of
footage was if soldiers took cameras overseas while deployed, the footage would be Government property,
Q-Did it appear the footage you viewed had been recorded by the same person?
A-Yes, the soldiers that were showing it, SSG =and SFC=tated the person was in their unit.
Q-Were any of the individuals depicted in the footage familiar to you? =/,=b(7)(.4)41,
A-Not to me. I only know the Commander and ISG of the unit; in the video I saw, neither of those two
appeared. It looked like Squad/Platoon level activities.
Q-Were any of the individuals who were watching the video actually in the video segments you saw?

4 A-I could not tell. I don't know them well enough. About half of the video seemed to be shot at night and I wasn't able to make out all of the people in the video. I wasn't close enough to the screen to see the name tags

Q-Did you observe a time/date stamp anywhere on the screen while viewing the footage? A-One of the segments showed October 2003, but I didn't see it on the other segments; either the guy who filmed it took it out or never had it there to begin with. Q-Was the audio on the tape over-dubbed or was it real-time with the footage? A-It was all from the event. The person who was taking the video would often comment, narrate or even ask the people in the video to do things. Q-Did anyone mention where it was filmed? A-Yes, the people were reminiscing when they were watching it and would tell each other where it was. I don't really recall any of the places they were speaking of because f wasn't there (where the video footage was taken) and was only in the room a short time. Q-Please describe the computer you viewed the footage on. A-It was an off-white, older computer, had a large monitor. Had a tower on the floor against the wall. It's the computer assigned to SS

SFC.1111111111advised that at the end of the unit's drill in July, he could not remember the exact date, he observed SSG ,5 (NFI), B Company administration NCO, MAIMININI, (NFl), the reserve center facility manager and Mr. =(NFl), FLARNG k Public Affairs Office, were watching a video on SSGaillioffice computer. SFC410.111110stated the video was a collection of vario
' events that had been filmed by various unit members during the unit's deployment in Operation Iraqi Freedom. SFC stated he watched only a couple of the episodes on the video and did not watch the entire video, as he was answering telephone calls and conducting bther end-of-drill business during the same time. SFC1.1111110 stated he did explain for the benefit of MAJOINIIIIIIand Mr. one episode on the video that depicted a raid that his asisio platoon conducted, during which an Iraqi civilian was shot and only
further stated that he did make the comment that they had not been in any hurry to obtain medical aid for the injure

The face of the soldier kicking the Iraqi is not visible; however, from the appearance of the gear (in particular a non-iss u type of rifle sling) worn by SFC.1111111011116 a frame a few seconds before the kicking occurred (where SFC =able to clearly identify himself), it appeared that SFC was the soldier who kicked the Iraqi. At that point, SF =was advised of his rights, which he waived, and stated that he agreed that it appeared that he was the soldier who kicked the Iraqi; however, he did not remembe doing so. SF !further stated he did remember being annoyed by the Iraqi's continual loud moaning and telling the man to be quiet. when SGT iiiille(NFI) gave him a Compact Disc (CD) to view/copy on his government computer. SSG

SIIIIIIIIIstated he attempted to make a copy of the CD but was unsuccessful. SSG stated he did copy the file, which was 4. media file, to the desktop of his computer. SSG .stated he viewed the CD in its entirety. SSG11.101. said the CD was a compilation of images and video clips. SSG 4111111112. said the CD was made as a memorabilia of Iraq. SSG stated the CD contains various video clips documenting the unit's activities while in Iraq. SSG 11111111111 said the clips ranged from patrol activities to filming the aftermath of an attack. SSG...it stated he was in Iraq from May 03 through Oct 03, when he was 11.4EDDEVACe d for injuries to his right arm. SSG1111110111, stated he was in one of the video clips, which was a residence they just entered and he was playing with a cat. SSG 1111111111111said he was not in any other video clips. SSG
onestated he was only in Iraq for two of the video clips; the one with the cat and one that was taken after an attack on their compound. Reference the attack on the compound: SSG+1111111111. said there was a riot going on outside the compound and someone was throwing grenades inside the compound. SSG41.111. stated approximately 10 grenades and one Rocket Propelled Grenade was shot into the compound before they opened fire into the ground. SSG1111111111. stated the command to open fire was given by 1 SG J(NPI). SSG IMO said regarding the two video clips he was in Iraq for; SGT11.11111110k (NFI) was the one utilising a video recorder to capture the footage viewed. ssogii/111. stated there were other clips of grenade bodies being filmed, filming of detainees, and aftermath filming of other attacks that took place. SSGstated
while he was with the unit there were no incidents of maltreatment towards the detainees. SSG ON. said he used a disposable camera to capture photos while in Iraq and did not have or own a digital camera or video recorder. SSG.11.11. stated all his photographs were taken to a store and developed onto a CD that he downloaded onto his personal computer.
