A detainee alleges that while in US custody he was assaulted during interrogation. The investigation established probable cause to believe detainee was assaulted during interrogations at an unknown location by unknown individuals. Detainee was held at Camp Cropper but was removed for ten (10) days to unknown location where he was abused. After he was returned to Camp Cropper, he was treated medically for abrasions and injuries. There was no documentation found that identified the individuals who removed the detainee from Camp Cropper and possibly abused him.

Basis for Investigation: On 20 Aug 04, this office received correspondence from the 22nd Military Police Battalion (CID), Camp Victory, Iraq APO AE 09342, which contained a translated copy of a letter written by Mr Intenment Seiial Number (ISN):. wherein re g.een.c assaulted during interrogations. (See E-mail from MG .19 Aug 04, for details)

Jomt Interro ation and Debriefing Center, Camp Slayer, IZ, pertaining tokre-LiBlack List. One of the rnemorandtuns was titled Contact
Memorandum NO. 3, dated 12 Jul 04, and detailed an interview of Mr 11111¦11.cluring isrte--St which he reported he had been anused and tortured for a ten day period in Jim 03. The second memorandum was titled Con.tact Memorandum NO. 10, dated 28 Jul 04, and. detailed an
interview of Mr. a review of his medical records Which deta.iled on 12 Jun 03 IAA b-tc he was treated for lacerations to his Wrists, and ori 14 Jun 03 he was treated injuries to his upper chest. Also, it was noted on 28 Jul Q4, IVIr1111111111111was given an assignment by the bg-1-1, kte-(1
individu.al WaS interviewing him instructinihim to provide detailed. report coriCerning the alleged abuse he underwent in jun 03. This is possibly what prompted the letter MrMairM141))6 -4', irtwrote alleging he was abused which this office received 011 20 Aug 04. (See 'ContactMemorandums for Details)

He also related while he Was being beaten he could hear other people that sotmded like they were being beaten,because he heard other people screarning and yelling the entire time he was being questioned and beaten. November 1, 2004, 1630hrs, this office made contact with SA WWI/rand SA111111111,who advised thatthey had already received a copy of our Request For Assistance and were available to give a statement on VVednesday, November 3, 2004 at 1300hrs, at the FBt Office, 26 Federal Plaza, New York, New York. Also to be present would be an FBI Legal Advisor to represent the FBI.
November 3, 2004, 1300hrs, this office interviewed SA11111111/andallinirand obtained a hand written

statement frorn each agent. After they completed the statements, FBI Legal Counse1111111Meviewed the

statements and approved the release to this office, E3oth agents were consistent in stating that there were no signs

ompleted the 94 yesterday and sent it with the signed statements from the BI Agents via US Mail. My scanner is down so I can't send the statements ia e-mail. They didn't observe any signs of abuse. They felt that they had stablished a relationship with this 400 lbs guy that if he had been abused, e would have said something. Incidentally, they had the entire RFA with
assified statements in their possession before we even set the ppointment. How they got it I don't know but it was awkward. If my scanner )nnes up, I'll send the statements or if you have a fax close by, I'll send iem that way.

Today was the first day it took rne an hour to open and print some of the documents in this SIPR computer. VVe are still having severe problems with SIPR but I was able to print off the RFA, just this morning! So, I will get a letter drafted and get it over to New York, today, I promise and once I hear something I will let you know.

airRFA's aye been sent and I still have three RFI's to send you as well as sorne requests for correction to closed detainee RCA's. VVe have been told it wili be operational sometime today but we have been told this for the last two weeks, when we first started having Problems.
SO, I may be lagging here but it is not intentional. VVhen it is up and running for longer than 3-4 minutes, I'll get caught up.
If there is anything urgent, let me know via NIPR and I will try my best to get it out as quickly as possible.

22nd MP BN (CID). Mr 11111111¦1111/related prior to being detainee at Camp Cropper, 1)Z-if ,
Ba.ghdad,1Z, he was working for the CIA, and was providing the CIA with information about his
former intelligence job. Mr11111111.111111111kelated while he was being questioned and beaten he b6-%
lcnew he was near the airport (possibly Baghdad International Airport, Baghdad, IZ, a location
which is als6 utilized by U.S. Coalition Forces for military activities, and is near Camp Cropper),
because the entire time he could hear airplanes. He also related while he was being beaten he
could hear other people that sounded like they were being beaten, because he heard other people
screaming and yelling the entire time he was being questioned and beaten. Mr Mall1111111,E,
was unable to provide any additional information other than what he had already related in the
letter he wrote.
