Investigation into a soldier accused of stealing prayer beads and headwraps from prisoners at Camp Delta Detention Facility at Guantanamo Bay between April and July 2003. The investigation commenced after the soldier distributed such personal items to other soldiers stationed in the United States. He was accused of showing pictures of Guantanamo facilities as well. The soldier said he had recovered the government-issued prayer beads and other items from the trash, as it was policy to dispose of broken or defective items. Other soldiers corroborated his account. The investigation concluded that the soldier did not commit larceny.

CID001 pertaining to allegations that SSG .stole personal horns (prayer beads and/cad -s, iok, -S head wraps) from detainees while deployed to Camp Delta, Guantanimo Bay, Cuba and then provided/sold prayer beads to other soldiers while at the Special Warfare Training Center (SWTC), Fort Bragg, NC. shipped in some get broken or are defective, in which case they just

stated they had meetings constantly, and interacted a lot withleac -3 , 66 -5 each other. He stated when detainees come to the camp they are provided with an initial issue. The initial issue consisted of having prayer beads and other items. He stated when the when the prayer beads break or become to dirty, they throw them away in the trash can. The replace the beads taken with a new set of beads. CPT .stated bl-c -3 , 494, -3 the only reason they might take prayer beads from detainees, is if the detainee is acting suicidal. He stated the prayer beads could be used as a hanging device.

a memorandum concerning where the prayer beads were coming from. He stated the prayer beads
and head wraps are government issued. He stated when the beads are shipped in to Guantanamo
Bay, some get broken or are defective, in which case they just throw them away in the trash. He
stated at no time do they steal or confiscate prayer beads from the detainees. He stated while he
