This CID investigation concerns an allegation of a assault upon a detainee while at Baghdad International Airport (BIAP). Detainee alleged that he was assaulted by a black man dressed in an army uniform and was "slapped around" for ten (10) days at a location known as "Ganci". No medical records to support claims of injury could be found, and photos taken of the detainee show no injury to the face. Investigations have ceased as of current date as no further evidence could be found.Investigations did not establish substantial evidence to prove or disprove the allegations brought by the detainee that he was abused at the BIAP or any other location while in U.S. custody..

INVESTIGATIVE SUMMARY:
On 2 Aug 04, this office received a Request for Investigation (RFI) 0364-04-CID001 from the United States Army Criminal Investigation Command, 6010 6 th Street, Fort Belvoir, VA 22060 (USACIDC), which requested this office investigate allegations that a detainee, Internment Serial Number (ISN): _ was assaulted while at BIAP.
Investigation did not establish sufficient evidence to prove or disprove Mr...MP allegations he was abused at BIAP. A query of the records maintained by the 439 Military Police Battalion, Baghdad, Iraq, revealed records indicated Mr. _was never detained at BIAP. The conduct of this investigation did not diminil liPTegrity or credibility of Mr._'legation.

Further investigation revealed Mr. _capture documents listed the Capturing
Unit as "GANCI". After coordinating with a organizations involved in the capture of
suspected insurgents in Iraq, "GANCI" was not a unit recognized by anyone in the Iraq
theater; now or in the past. Further, a check with Task Force 134, Detainee Operations,
Baghdad, Iraq, and the Ft Sam Houston Detainee Medical Records Archives, Ft Sam
Houston, TX, disclosed no medical records existed on Mr.

During a query of the internet for "GANCI", it was disclosed Camp GANCI was a
previous site within the Abu Ghraib Prison, Abu Ghraib, Iraq. With no further
information pertaining to "GANCI", this office has been unable to conduct interviews of
any soldiers involved in the capture of Mr. MEP

Further, an attempt to locate and interview Mr.IIIIIIPby USACIDC agents was
disapproved by the CDR, 10 th Military Police Battalion, Camp Victory, Baghdad, Iraq,
due to the current dangerous environment outside of the military FOBs.

Coordination was conducted with CPT 11111111.1111111111Pk'rial Counsel, Staff Judge Advocate, Multi National Coalition-Iraq, Camp Victory, Iraq, who opined there was insufficient evidence to prove or disprove the allegation of abuse made by Mr. smpas there were no medical records to substantiate his allegations, and photos taken of him at the Enemy Prisoner of War (EPW) site did not reveal any injuries to his face collaborating the allegations that he was slapped around for ten days.

SA_was assigned this case on 18 Feb 06, with guidance from BN to review case file for
administrative and investigative deficiencies. There was no signature of the second page of Exhibit 41; not all
documents of the report were marked with the proper markings IAWALCIDs, Ops Memos, and CIDR 195-1;
case should have been submitted unfounded not insufficient evidence; and other documentation issues.(see
case findings memo)
On 21 Feb 06, SA_searched BATS Database for Mr.11111111111111111.ISNIIIM, records. SA etrievedM r._records from BATS and noted the ca turing unit is listed as GANCI-5. Mr. as captured at an unknown location in Baghdad. SA _discussed GANCI-5 with SAC, who advised sending the RFA to TF-CID, Ft Bragg, North Carolina.
On 22 Feb 06, SA_sent RFA to TF-CID. TF-CID replied after reviewing the information sent
concerning Mr._. TF-CID has no record of Mr. 1111111.being captured and/or processed by TF-
CID. The identi ie capturing unit, GANCI-5, is not an identifier presently or historically associated with TF-
CID. (see attached e-mail)
On 24 Feb 06 SA_'eviewed the case file for administrative deficiencies noted on case findings
memo. Exhibit #1 was signed and case file was marked with the proper markings IAW ALCID, Ops Memos,
and CIDR 195-1.
On 28 Feb 06, SA 1111111,1iscussed findings with SAC who advised discuss with SA _ this
office, to see if SA_ad any sources that knew of GANCI-5. SA_contacted PVarairaMulti National Forces Iraq, Central Criminal Courts of Iraq, who replied GANCI has never
been used as a unit identifier by any military unit (to include: Army Special Forces, Navy Seals, Marines, or
Air Force) in Iraq. (see attached e-mail)

On 19 Jul 04. the Detainee Assessment Task Force, this headquarters, received information that a detainee, identified under NDRS illialarnay have been abused while in U.S. custody. A search of the NDRS number revealed two aliases --MNIMMIMINII and During an interrogation on 27 Jan 04, the detainee stated he was physically assaulted over a period of ten days at the Baghdad International Airport before being transferred to. We are about 6 Cat 1 RFAs in the hole and 4 Cat 1 ROIs, not to mention 0003-04 (3 man office and I go on leave on Sunday). It might be a few days, but this is a fairly easy RFA.

Request your office conduct a subject interview as appropriate. The names are too common to narrow it down. Any other information, such as date of capture, release date, capture tag, etc. might help.
We are about 6 Cat 1 RFAs in the hole and 4 Cat 1, ROIs, not to mention 0003-04 (3 man office and I go on leave on Sunday). It might be a few days, but this is a fairly easy RFA.

1. On 30 Aug 04, this office received a Request for Investigation (RFI) 0367-04-CID001 from
the United States Army Criminal Investigation Command, 6010 6 th Street, Fort Belvoir, VA
22060-5506 (USACIDC), which requested this office investigate allegations Mr. MM.

2.
Preliminary Investigation revealed Mr. .alleged he was assaulted while detained by U.S.
Coalition Forces. On 10 Feb 04, Mr..as interviewed by Military Police Personnel at
Baghdad Central Confinement Facility, Abu Ghraib, Iraq (IZ), and alleged he was beaten by a
black, male, dressed as a soldier.

Further investigation revealed during a canvass interview of soldiers of 1 st BN, 505th

Parachute Infantry Regiment, Fort Bragg, NC 28310, there was an allegation that a soldier (NFI)
from A Co, 1st Battalion, 32" Infantry Regiment (1 st BN, 32' INF REGT), FDNY, had allegedly
kicked an Iraq Detainee (NFI) while in the custody of U.S. Coalition Forces.

4. Request your office coordinate with the Commander or First Sergeant of A Co, 1 st BN, 32nd
INF REGT, FDNY, concerning his knowledge of the above allegation and obtain sworn
statement concerning the treatment of Iraqi Detainees. If soldiers are identified, request your
office fully identify and obtain a sworn statement concerning the allegation of Detainee abuse.
Request your office conduct a subject interview as appropriate. If soldier is subject interviewed,
request soldier be afforded opportunity to undergo a polygraph interview and obtain major case
prints, fingerprints, and mugshot photographs.

5.
Request your office conduct any additional investigative activity within your office's area of
responsibility, which is identified during the conduct of this RFA.

6.
If requested activity is not your AOR, please forward as appropriate.

7.
This is a Category I Investigation. Results will be provided to this office within 24 hours
of receipt. Reasons for non-compliance with the 24-hour response time limit will be

SSGMIllerelated his duties were to obtain basis information from detainees like: age, name, tribe, and if an interpreter was available the marriage status. SSGIIIIINfurther related he never operated in Fallujah, Iraq.
