CID report of investigation into allegations made by a detainee that, after his first arrested on April 25, 2004 he was punched, kicked and slapped at then transported to a facility at Mosul Airfield known as the “Disco”. He stated that during interrogation, his jumpsuit he was abused in many ways including: 1) filling his jumpsuit with ice, then hosing him down and making him stand for long periods of time, sometimes in front of an air conditioner; 2) forcing him to lay down under bags of dirt so that he could not move; 3) hitting him with "smooth rocks" all over his body; 4) rubbing his face in urine on the floor; and 5) kicking him in the groin and punching him so hard as to break two of his molars. An Army soldier who observed the detainee while in custody disputed the detainee’s claim of abuse, but did substantiate that the detainee was at the Disco and did pass-out and was taken to medical for treatment.

This investigation was initiated upon receipt of Memorandum of Tra.nsmittal (MOT) (0093-04-CID789) from the 75th Military Police (MF') Detachm.ent (DET), l3aghdad Central Confinement Facility (BCCF), Abu Ghraib, IZ, APO AE 09342 (AGI), which related...reported he was abused while detained in Mosul, IZ.

Investigation determinedilierwas arrested on two separate occasions, 25 Apr 04, and 21 May 04. After his first arreSt,11.11.wa,s taken. to the Mosul Airfield, Mosul, IZ, and inten-ogated.anllrspent approximately 8 days at the Mosul Airfield and was mistalcenly released on or around 3 May 04.IIIIIrwas again arrested on 21 May 04 and taken back to the Mosul Airfield and interrogated againiMiremained at Mosul until he was transferred to the BCCF,.Abu Ghraib, IZ, on or around 9 Jun 04. Investigation also determined the apprehending unit was

He alleged he was then transported to the Mosul Airfield, Mosul, IZ, and kept at a place called "The Disco." Army and Navy personnel had separate interrogation facilities and both Army and Navy 'personnel interrogated2The army interrogators were identified and interviewed and denied abusmg2r witnessing him being abused. Screening reports completed at the time ofiralliffinterrogations with Army personnel have been obtained and there were no-signs of abuse noted. Obtained from. Army personnel were 5 detainee questionnaires which ask detainees how they *ere treated while detained at the Army 'detention facility. larastated on all the questionnaires he was treated well at that facility.
All medical docutnentation pertaining toga', which was obtained from Army sources, has been reviewed and there was no medical evidence to support his allegations of abuse. Further, Army doctors and medical persormel who examined Illirave been interviewed and related there were no physical signs of abuse.
Documentation obtained from Navy personnel confirmedaMwas captured both times by members2d wa.s also interrogated by Navy and/or Marine
el le at the Mos reld. It is strongly believed that if the alleged offenses occurred they were perpetrated by members of the U.S. Navy or Marine Corps. All U.S. Army leads have been exhausted; therefore, this investigation is referred to the NCIS for action deemed appropriate.

On 13 jul 04,111111111vas interviewed by CID, and related after his arrest he was taken to the
Mosul Airport to a plaCe called "The Disco".11111111111 claimed Ms abuse occurred at "The
Disco". FurtherMINalleged at one point he passed out because of his abuse and woke up in
a small wooden room with several IV's and medical devices attached to him. He is not sure how
long he was there, but was taken back to the same area and inten-ogated againallinrimated
he was at the "Disco" tWo days and then transferred to the detention facility in Mosul: There,

well "in this location."

A review ofillniMedical docurnents does not support his allegations of abuse. Further,
NNWas medically screened every time he was transferred between Navy and Anny
persomiel and there were no noted injuries. The initial medical screening done when~
was in-processed to the Baghdad Central Confinement Center, Abu Ghtaib Prison (BCCF), noted
some bruising around his right eye and face and a broken right molar. A Dentist examined

11111111Wroken molar and was unable to determine whether or not the damage was a result of
a punch to the right jaw as alleged by111111111e did state there were some inconsistencies with
the allegation in relation to the damage, but it vvas possible.

He remembered seeing a patch on the sleeve of the uniforrns, which lOoked like the head of an Indian, which he sketched on paper. There was one Iraqi Linguist present wearing the same type black mask. He could hear helicopters outside and heard at least two military vehicles. They kneeled hin-i on the floor, put a plastic standard artily . green sandbag on his head, and tied his hands behind his IDack with'plastic flexi cuffs. He was punched in the back of the head twice and told to "Shut Up". He was then_ lOaded on the back Of 8 military vehicle„similarly described like a M-998. VVhile in the truck, he was punched in the back of the head twice.. He was taken to the Mosulairport, to what is commonly called "The Ditco" by kical Iraqi peOple, because music is heard coming from the location all day each day. When he arriVed, he was taken into Small wooden room, where his hOod was remoVed and his hands freed. He vvas stripped of his clothing, place in a blue jurnpsuit, and his picture was taken. He was then rehooded with the same hood and flexi cuffed behind the back. Cold water was theri poured on hirn. He, guest it was 0500 hrs the Same mornirig. He was taken to a place with loud speakers. He stated he passed by a fire, because he could feel the heat. His jumpsuit was opened and filled with ice. Fle was then laid doWn and the remaining portion of his jumpsuit was filled with ice.. He remembers the Arabic Speaking American ard one other Iraqi Linguist talking to him. His hood was pulled up to his nose by a different interrogator and water was forced in his mouth and nose. The interrogator would lift him up and punch hirn in the back until the water came out. This happened twice. He then passed out and Woke up in 8 small wooden room with several IVs and other medical devices attached to him. His head was not covered nor his hands tied. He saw what he thought was a doctor. He desdribed the doctor as a white man, with a, light broWn beard and glasses. He stated that everyone was nice. He does not know how long he was there. Sometime after, a white male with no facial hair, in uniform
pants and brown t-shirt, tied cloth around my eyes, but left his hands free. He was then driven in the back of a military truck to what he believes is the same place, IDecause he heard the Music. He Was taken to a three-sided ceMent structure about four feet tall and no roof, where he was
unhooded. It was located outside under camouflage netting. He was then taken into a SMall wooden interrogation room, unhooded, and hands flexi cuffed in front. He vvas sat in brown plastic
chair. He saw and heard a than with the same voice as the one pouring water in hiS mouth. He described him as' a tall white male, with blue eyes, blond hair, blue jeans and green t-shirt. He also

Later that night, about 2100 firs,. three men took hint, while IDlincl folded withtaped goggles, to. a milvan with load Music and red lights on the floor. The three men began to punch him in his heacl, on all sides, about 20 tirnes. As they punched him, they woUld scream in his ear. He could see partially thfOugh his goggles, and saw a black male in uniform, piss on the floor of the milvan: He said the black Male then tOok the goggle off and rubbed his face on the floor in the piss. It was somewhat dark irl the milvan, so he could not detcribe the black rnale. He said the black Male punched him as he was rubbing his head on the floor. He said this lasted for ten minutes. They the left him alone and the door to the milyan opened. He saW a white female in civilian clOths walk in. She had blond hair pulled back in a ponytail wearing glasses. He described her as being tall and fat, He said it was still dark outside: She told him thael she knew he had been tortured,. but she was his friend. She talked to hirn for a while. He was then taken back to the detentiOn
He belieVes it was about 0400 hrt: He went back through the medical. screening and was asked the
same question,. He was again instructed to only ansWer about the detention facility. VVhile at the detention. facility, he saw the saMe black Male working there. At 1400 hrs the same day, he WaS taken back to the "Disco". He was taken into a roorn, vvhile hooded with the Same green plastid IDag, where more ice was placed on hirn. He vvas beaten on.the body More and once stomped iri the groWn. At some point he was hit vvith Several srnooth stones in the head about 20 times. He said they Were not thrown, !put rather held by someone's handS. He was leaned over while Sitting on the floor and hit with a bag of ice on the back of the neck about eight titnes. After a few days, he was taken back to the detention facility and released-. He was aoain daptured 19 days later and taken back to the "Disco". While at the "Disco", he incurred the same type of treatment, to include being beat with rOcks, covered in ice, and kicked.
He described that when he arrived, someone said, "your #3", because the recognized hirn. He vvas then taken to a small black wooden room where t same tall interrogator entered the room and immediately punched him in the right jaw.2tated he Was held for 7 days before being sent to the detention facilitY. 2howecl t2gen scars on the right side of hit face, which he

The practice involved an examination of the detainee by a Navy Corpsman as soon as possible after capture. The examination would be witnessed by a member of the EDF/IV1DF staff who vvould review the medkal survey and sig-n it indicating the form
as an accurate representation-of the detainees physical condition. SSGallirstated that capturing units are authorized to maintain custody of detainees for 72 hours before they have to be released or , turned over to MDF. He also stated that a detainee can later be checked out of the detention facility by
he capturing unit, typically for 24 hours, vvith approval of the Provost Marshal. SSGaillillistatecl

SPC2elated until ihe newer IROE was published, as a result from the incidents at Abu Ghraib, he felt the interrogations methods outline under the old IROE were "walking the line."

On 27 Jul 04, this office received an allegation that Mr.11111111111111111111*; Internment
Serial NUmber (ISN):11111111111111111.Phad been abused while detained in Mosul, IZ,
by U.S. Coalition Forces4111111111111eged after he has arrested, blindfolded and
handcuffed, he wag punched in the back of the head and then transported to the Mosul
Airfield, Mosul, IZ, and kept at a place called "The Disco." During interrogations at "The
Disco".1111111Mileged he had his jumpsuit filled with ice and was made to lay down on
a floor with bags of dirt on his legs so he could not move; held down and punched on his
head; hit with "smooth rocks" all over his body, shoulders and head; and slapped,
pimched and kicked.1111111111ilso alleged he had two of his molars broken while being
punched. Further,allealleged he had water poured in his mouth and nose until he
fainted, and was forced to stand in fi-ont of an air conditioner in. wet clothes.1111/1.so
claimed he had his face rubbed in mine on the floor, and someone stomped on his groin.

There are no females currently detaineed here or in Bucca. they
were all released, No statements of abuse could be located in
their detainee files. According to my recordt we forvarded the

detainee files on disk to your location. I still have them if
they are lost. Let me know and I will fovvard them on disk on

next distro run. Normally statements of abuse are not contained
in
the detainee files.

I checked Out the Patch aild it Was worn by Members cf the Tactical Hui-Pan Intelligence Teanis (FIUMINT) 2nd Infantty Division (ID). We had inteivieWed them but they had no knowledge of abuSe, they have sinte redeployed to the states. The guards at the Army side of the facility, where the detainees were held while not in interrogations, wOre a keYstone patch and were a National Guard Unit from Penris 2 -

I interviewed a soldier who was at the Mosul facility. Here is a brief (draft) synopsis from my report
At 1000, 2 Nov 04, the undersigned interviewed SPC 202nd Military Intelligence (MI) Battalion (BN , Cani. Slayer, IZ, who related he ha interrogated Mr hile stationed at the Mosul Facility, IZ. SPC elated he had seen no one abtise Mr ut expressed his concern over the treatment of detainees, to include Mr 2b th the Mosul detention facility. SP elated Mr2as ca ture
aviterrogated acility, which was located on the e initial interrogation IVIr as turned over to the MI for intenogation and a few days later wa
