Investigation of abuse of a detainee by a linguist hired by Titan Corporation during an interrogation in Karbala, Iraq. Investigation established that there was insufficient evidence to prove or disprove listed offenses. Titan interrogator's sworn statement says that when he learned that a linguist had beat an Iraqi detainee while in custody. Titan interpreter's sworn statement that he saw the accused interpreter open-hand strike a detainee who was sitting on the floor with a sandbag over his head and his hands tied behind his head.

After I was fired form my position in An Najaf and Karbala I received a cumulative six month counseling statement going back six months and was reassigned to the Central Region in Baghdad, Iraq. Additionally, I forwarded this information by email to the corporate offices in San Diego, California and received an email back stating that the incident had been reported., investigated and closed. The correspondence referred to the Abu Ghurub prison incident. I informed them that this was a completely separate incident and unconnected. To date I have not received any further response. However, I have, been informed within the same email form corporate human resources that I will be counseled this week by a member of human resources and management here in Iraq.

While listening to the tape the detainoee was sitting on the floor, with a green or brown colored sandbag over his head, and his hands appeare~d behind his back. I was in the room, with the detainee, Mr_ and a MI soldier. The MI (bX7).-)-Ij soldier said he was a captain but everyone said they were captains. I do not know which unit it was. I do not know which person it was. There were about six of them in the unit. There were about 5 males and one female; I do know i twas not '.'. I know he was a team leader but I

A: As far as the tape was he attacked a convoy or was preparing to attack an American convoy.

A: Not as far as his eyes I do not know what he was wearing; his face was covered. I do not know if there we any scars or tattoos he was wearing long sleeves. The detainee only spoke Arabic he was not from the north because the people in the north have a different accent.
Q: Can you describe the Mi soldier?
A: No, I do not know which one it was.
Q: Where was the interrogation conducted?
A: In a room in a separate room/building, 7'x7', a door ahd no windows. It was inside the hotel compound, Camp Juliet.

they *vould be moved to an interrogation facility, lmown as the pistol factory, at which time the
Mobil Interrogation Team would take over. The Mobil Interrogation Team belonged to the multi­
national division.

A: Intelligence collection. Went out and spoke to sources to gain intelligence. Sources would be' 'considered anyone but US citizens. .

A: We didn't do interrogations. We did initial questioning to determine iftheyneeded to go to an interrogator.
Q: Was there any physical contact allowed with detainees?
A: I'm not a trained interrogator. I'm not sure of the rules as to what you can and can't do re~arding interrogations ofdetainees.
Q: In detail, describe the process from point of capture ofthe detainee, to interrogation, to transport t6 a permanent confinement facility/release?
A: They would come into the local police station. We would come in and do initial questioning of the detainee, which would last any where from five minutes to 45 minutes depending on the person. At that ,point ofwe determined ofthe individual was not ofintelligence value we would go through the proper channels to have that individual released. For example through the MP's. And if the individual were ofintelligence value we would have the individual transported to the interrogation site within 72 hours. . '

A: Processes changed over time. Some detainees were acquired or questioned at the Karbala Police· Station, which was occupied by Iraqi police and US Military Police. Others were taken directly to a small holding facility at Camp Juliet. Detainees deemed necessary for "Coalition hold" were transported from there to other Coalition facilities in Babylon, Iraq. Those not held were released.

A: These processes varied. Ourjob as a Tactical HUMINT Team (TR"!) included debriefing
detainees for information ofintelligence interest. We conducted debriefings inside a tent and inside
the hospital tent at Camp Kilo; inside various rooms inside the Karbala Police Station; or using a
room located at Camp Juliet.

the Karbala Police Station varied from the Police Chiefs office, to the Iraqi Police jail.

I was stationed in Kuwait in March 2003. We went into Iraq in July 2003 until I left approximately 6 Dec 2003. During that time I did not see or hear of any kind of detainee abuse happening. I was there to do counter-intelligence collection and that's all I did. I didn't witness any type of abuse to detainees. I didn't hear of any kind of abuse until I came home because it was all over the news. I returned home before the rest of the team because I was deployed before them. I conducted and participated in approximately 15 interrogations and each interrogation was conducted with at least two agents, an interpreter, and a MP Officer at the door. All the interrogations took place at

T) and I was assigned to Force Protection, conducting screenings coalition detainee and intelligence collection. While deployed I never heard or witnessed any detainee abuse. I conducted and participated with multiple coalition detainee screenings and they were all conducted with at least two agents and an interpreter, unless manpower dictated otherwise. About 90% of the screenings took place at the Iraqi police station or PMO and 10% took place at Camp Juliet in the holding area. I did hear on one instance when an Iraqi policemen beat up a non-coalition detainee, but they were arrested by US MP's immediately. Nobody I worked with eVer abused any detainees. Then around 16 Aug 03 to 8 Mar 04, we Were in Karbala and conducting Force Protection, debriefings, screening coalition detainees, and intelligence collection. While deployed I never heard or witnessed any detainee abuse. I conducted and participated in multiple coalition detainee screenings and they were conducted with CI agents and an interpreter, depending on the situation. While conducting the debriefings or screenings, I don't know of anyone who had to get physical with a detainee. About 75­90% of the screenings took place at the Iraqi police station or PMO and the other 10­25% took place at Camp Juliet in the holding area. I never heard 'of or witnessed any detain ile I was deployed to Iraq.

We never referred to ourselves as "Captain" during an interrogation because there was no need. .
Q: Besides your unit assigned to Karbala, did any other soldiers conduct interrogations of detainees in Karbala?
A: There was one Reserve MP unit in Karbala that left in September 2003 that attempted to conduct their own interrogations ofdetainees. We did not participate in any ofthese interrogations conducted by the Reserve MP unit.
