A detainee who was held in US custody claims to have been “beaten” in an unspecific manner and by persons whom he could not describe and at a location and time that could not be determined. Despite this, a thorough investigation listed the possible person(s), time(s) and location(s) where the detainee might have been abused, and provided sufficient credible evidence that abuse did take place. However, no medical records exist to demonstrate the detainee’s injuries, nor are there any witnesses or specific evidence to prove the allegations at this time. The matter is left as undetermined due to insufficient evidence.

On 5 Mar 05, this office received information from the Operations Officer, 11 11' Military Police Battalion (CID), Camp Victory, Baghdad, IZ APO AE 09342, reporting receipt of Request for Correction (RFC), 0139-05-CID001, from HQUSACIDC, Fort Belvoir, VA, which revealed the necessity for additional administrative and investigative activities.

Investigation established insufficient evidence existed to prove or disprove the listed offenses. This investigation failed to produce any viable subjects and interviews of the witnesses in concerning the capture related they had not seen anyone abuse Mr 1111111111 Mr 156-4, blc-4 was released on 3 Jan 04 and could not be located for interview.
