SAC REVIEW:
SUMMARY OF INVESTIGATIVE ACITIVITY
1. Good job on doing the interview in a timely manner...
2. A look at the photos on the CD did reveal several pictures of detainees
believed to be of Afghan decent. However, none of these photos revealed
any of the detainees being abused or mistreated. Additionally, after taking
a closer look at the photo with the child in it, it is a picture with about 5-6
young kids, believed to be of Afghan decent, which all of them are
clothed. The one in question, is a little girl, who has a dress on, sitting on
a concrete step or slab in the middle of the rest of the kids. She is not
sitting correctly on the step, and appears that she is trying to stand up. In
her effort to stand up, her legs are open which exposed her genital area. It
appears that she is not doing any type of posing, which exposed the area.
Additionally, an unknown mans head was digitally cut and pasted in place
of the head of the little girl. The reasons for this is unknown at this time,
loco .si as during the interview of SGT 1e did not recognize the
mans face, nor acknowledged taking this photo. He also stated at the end
of their deployment all of the pictures everyone in the unit took
throughout their deployment, were combined to make these 7 CDs and
was given out to unit members as souvenirs of their deployment to
Afghanistan.
3. Get with SJA to get a final legal opine on the child photograph and
explain it as I did above in #2 of this review. Additionally, get a final
opine on the unfounding of these offenses.
4. Print out copies of all photos on the CD and add as an attached exhibit to
this investigation. ..5 196-5-
5. Contact SGT unit commander and supporting SJA and
brief them on case.
6. Status report already sent.
7. Final report suspensed for 12 Aug 04.
8. Case file back to completion.
