CID Report of investigation regarding alleged abuse of detainee at unknown detention facility in Tikrit, Iraq. Detainee picked up by Iraqi Police on or about April 15, 2004. He was interviewed with the assistance of an interpreter on May 5, 2004. For details of abuse, see Incident.

Investigation concludes that it could “not develop sufficient evidence to prove or disprove the allegations made by” the victim, and that it “did not further diminish the integrity or credibility” of the victim’s allegations.

several times. He said he was then transferred to US Military custody. He stated he received
medical attention and medicine from a US Medical doctor for the injuries to his head. He was then
transferred to somewhere in Tikrit, Iraq. He said the first nightillftlothing was cut from his body
while still flex cuffed and blind folded. He said people who were speaking English were standing on

his back. He was then beat with a cable on the shoulders and with a stick in the ribs. He said he
was kicked in the head. He said the English speaking guards would pour the medicine from the
capsules on the floor preventing him from taking the medicine provided by the doctor. He said in
the days to follow he was interrogated and the translator would kick and punch him in the face and
head. He said he was beaten on the bottom of his feet with a plastic stick.

was later given to the coalition for reasons I do not know. Oncedillft was at our compound,

as the team medic was informed that he had several staples in his head, and his wrists looked like I 7, 4*11-they had been wearing against the flex cuffs. Do to other operations I was not able to care for
him on a routine basis. On my first visit to see ems condition I noticed that he had several 744.654staples across the top of his head, and a few behind his right ear. There were friction burns on his wrists from rubbing against the flex cuffs, and his hands were swollen as a result. I told the team sergeant that we needed to get his hands elevated to reduce the swelling and also keep an eye on his head to make sure that infection didn't set in. I later found out that the staples had been put in
at the 1186
aid station, from whom I got a staple remover for the removal of the staples. It was
my concern that, the staples may become impacted, do to the amount of hair that was in and
under the staples. About once a day I would get a chance to take food and water in tollams

at 7/::-
which time I would look at his head and wrists. After a day or two his hands returned backir

normal and his wrist began to heal. After about four to five days I had to cut his hair in order to
find all the staples to remove them. At that time I removed aprox. 18 staples from his head. I

believe thatWilk
was at our com ound for about a week when he was transported to the
confinement facility in Bahgdad.

1. On 3 Jun 04, this office received Memorandum of Transmittal (MOT) 0024-04-CID789, from the Prisoner Interview/Interrogation Team (PIT), 75 1 Military Police Detachment, Baghdad Central Confinement Facility (BCCF), Abu Ghriab, Iraq APO AE 09342, regarding allegations of
abused directed against Mr . National Detainee Reporting System
(NDRS) Number.was detained at an unknown detention facility in Tikrit, Iraq.

2. Preliminary investigation revealed M.as captured by the Iraqi National Police,
Tikrit, IZ, and released to U.S. military control. Mr.as subsequently placed in an
unknown confinement facility in Tikrit, IZ. While detained in Tikrit, IZ,.as 717ebbf"
struck on his shoulders with an unknown type cable; was struck on the right side of his torso with

a stick; was struck on the soles of his feet with a plastic-type stick; and was kicked and punched
in the face. Mr gmllPted during the abuse he was blindfolded, but he was able to see an
unidentified male translator in U.S. military uniform and an English-speaking male in civilian
clothing present during the abuse.

Our case number is 0234-04-C1D056. We obtained a sworn statement from SFC 41 40011,and obtained pertinent unit records (which are classified) on Mr MOS We developed a few more leads that we need to pursue, namely Olir

1st ID did the guard detail for the detainees, but there was an ODA member

on call for any incidents. Do you want us to ID and canvass the ODA members
who were on call from 15-24 Apr 04?
Here are the sworn statements and my draft AIR. Our official info report
will be sent tommorrow morning. We received your RFA at 1200 here, so
expect the first info report (and hopefully the final one) by then. We may
have several long interviews to conduct, so don't count on it. We couldn't
completely finish today because the unit is on recovery and NOBODY seems to
be available to be contacted. However, most everyone should be at the unit
tomorrow morning. The SFG personnel have been very cooperative in trying to
help us get this done. The only thing I can foresee delaying completion
within 24 hours is pursuing all leads thoroughly.
