<p>Detainee alleged that U.S. forces captured him and took him to Dhyla Al Mokhadia Base, an Iraqi Civil Defense Corps location, where he was deprived of food and water for three days with his hands tied and eyes blindfolded.&nbsp; He alleged that an English-speaking male and an Arabic-speaking male leaned him against a wall and &nbsp;repeatedly beat his head and back during interrogations over the course of three days.&nbsp; Upon transport to Abu Ghraib, a CID agent noticed scars on the detainee's back and asked him about them.&nbsp; Three times, the detainee claimed they were from a car accident and not from any abuse.&nbsp; Four days later, the detainee told the same CID agent (whom he claimed never to have seen before) that the marks were from abuse.&nbsp; A medical exam indicated that the marks were not consistent with the type or time period of the alleged abuse--instead of 4-7 day-old kick marks, the medic found that they were partially-healed scratches and contusions from approximately 6 weeks prior.&nbsp; The agent concluded that the detainee was fabricating the abuse allegation to obtain monetary compensation or early release.&nbsp;</p>

He related that he was captured by US -,Forces on 9 Apr 04 near Baghdad and was taken to Dhyla Al Mokhadia Base east of Baghdad. He -said this location was an Iraqi Civil Defense Corp (ICDC) location. He said he was there for three days with his hands tied, eyes blind folded, with no food or drink before he was transported to the airport in Baghdad He was held at the airport until four days ago when he arrived at Abu Ghruyeb. He said while at the ICDC location, two people, an English speaking male and an Arabic speaking male, took him to a small room and made him lean against the wall with his eyes covered and his hands tied behind his back. While he was leaning against the wall, the English speaking person would kick his feet and legs. He said he was hit in the head and back with an unknown object. He said this happened every time he was interrogated over the three days. He then showed this agent marks on his back which appeared to be several healed parallel scratches. At this time, this agent recognized the marks as well as the detainee from a prior occasion. This detainee was processed a few days before while this agent was present. An unknown Military Police (MP), at the front entrance, discovered the marks, while a search of the detainee was being conducted. The MP brought the marks to this agent's attention. This agent asked the detainee what happened to his back. Detainee11111111iPrelated they were from a car accident. This agent advised the detainee the marks looked like whip marks and asked again what the marks were from. Detainee OM. related once again the marks were from a car accident. This agent asked a third time what the marks were from and if had been abused in anyway. AGENT'S COMMENT: On the day in question, this agent made note of the marks and the detainees response and requested the written note be placed in the capture file. It is unknown at this time whether the note made it to the capture file. Also when Detainee was confronted with his previous explanation of the marks. He said he had never seen me before and had a slight smile on his face. During the course of the evaluation, the patient reported 46 days prior experiencing physical abuse while at "Ohyla Al Mokhdadia base, The patient stated the abuse occurred at the "I.C.D.C. building' and reported that the abuse was by "American soldiers". The patient reported that part of the time his eyes were covered and his hands were cuffed. He stated that food and water was withheld from him for three days. He stated that he was kicked in the head and back. He stated that he also had his feet stepped on. His exam showed multiple linear scars on his back. Pictures were taken of the back findings. He also complained of a headache and pain from a prior chronic knee injury After my exam, it was determined he was fit for interrogation. He was given Tylenol for as needed headache relief. and discharged to the Vigilant prisoner camp.
