<p>CID Headquarters requested that CID in Iraq initiate an investigation based on a May 11, 2004 Los Angeles Times article by Tracy Wilkinson indicating that one female detainee was raped and another was forced to disrobe in front of male guards. The investigation was terminated because &quot;a throrough investigation failed to produce any identifiable subjects, all investigative leads were exhausted in attempts to identify and interview the alleged victim and there was no serious injury and/or substantial loss of government or personal property.&quot;</p>

Whether it was one or numerous cases of rape, many Iraqis believe that sexual abuse of women in U.S.-run jails was rampant. As a result, female prisoners face grave prospects after they are released: denial, ostracism or even death. A woman who is raped brings shame on her family in the Islamic world. In many cases, rape victims have been killed by their relatives to salvage family honor, although there is no evidence this has happened to women who have been prisoners in Iraq. "It is•like being sentenced to death," said Sheik Mohammed Bashar Faydhi, a senior cleric based at Baghdad's largest Sunni mosque. Some Iraqi women said they were struggling to come to terms with the alleged abuses of female detainees at Abu Ghraib and other U.S.-controlled lockups. Few female inmates will talk about it. Their Lawyers lower their voices when the subject or rape comes up. "1 hope it's not true, because were it to be true, it is just too horrible to imagine," said Rajaa Habib Khuzaai, an obstetrician who is one of three women on the Iraqi Governing Council. This week, Khuzaai was allowed access to a detention center housing women - a privilege rarely granted to outsiders before the scandal. But female lawyers who visited the prison in March said their clients provided accounts of abuse and humiliation To enter the prison westof Baghdad, the attorneys waded throcrgirdirt and coils of barbed wire, and waited for hours. Inside. they met with nine female detainees - four of whom, they said, had not been charged with any crime. U.S. military officials said at the time that there were 10 or II women being held at Abu Gliraib. One lawyer, Sabra Janabi, said her clients found it difficult to talk about their experiences in prison. Seemingly minor actions by U.S. soldiers, such as removing a woman's head scarf, represented a violation to these Muslim women. A prison translator was present in the meetings and took notes, Janabi said. "We could not talk freely," she said. The women were devastated. They broke down crying." According to Janabi, only one prisoner, a middle-aged owner of a cigarette stand, would speak openly, and said she did not care if the guards punished her. She told the lawyers that she had been forced to disrobe in front of male guards, an action that an Iraqi translator found so disgraceful he turned his head away in embarrassment. Janabi and her colleagues said many women who had been detained are wives or relatives of senior Baath Party officials or of suspected insurgents. The Baghdad lawyer works to free women being held in U.S - run jails in Iraq and when she does, she rarely hears from them again. "They disappear," Ms. Kadhem said in an interview. -Their families either move, or when I call they say that she has 'travelled.'" According to the International Committee of the Red Cross. about 30 Iraqi women were jailed in the infamous Abu Ghraib prison last October, now, only two women remain. Most of the women, like thousands of men detained in the jail, were held for allegedly supporting insurgents opposed to the U.S.-led occupation. After reports of physical abuse and sexual humiliation of inmates at Abu Ghraib, Iraqi women released from U.S.-run fails carry not only the stigma of having been behind bars, but also the shame of being seen as unchaste. "In Iraqi society, when a woman exits a prison there will be a lot of questions after her name," explained Jinan Salman, a researcher at the Ministry of Justice. "What happened to her in prison?" In this conservative Arab and Muslim society, a woman's honour is based on her chastity. 'We consider the woman's virginity the most important thing," added Ms. Salman. "It is a document of honour, not only for her but for her whole tribe." That honour cannot be recovered simply by punishing rapists and abusers; for many, the dishonoured victim must be killed. Some families escape the shame by abandoning their homes and moving away. "I visited one woman I got released on the evening of her release," said Ms. Kadhem, who volunteers her services on behalf of female prisoners, "Her family's house was empty. They moved out that day." One former detainee who is not afraid to speak about her experience is Mithal II-Hassani, who was arrested by U.S. forces and accused of supporting insurgPnts The 55-year-old divorced mother of five was detained for three months and released In May. Speaking In hushed tones in her living room, Ms. II-Hassani told of being dragged, beaten, and stripped of her clothes by U.S. soldiers. Two of her former prison-mates were sisters Hada and Nahta at-Azzawi, now the last two women still being held at Abu Ghraib. The sisters have been behind bars for more than seven months, also accused of supporting insurgents. Last week, Hoda's daughter, Farah, was able to visit her mother. a 35-year-old businesswoman. Farah would not speak of any abuse against her mother, but predicted that she will not accept any mark of shame when she finally leaves the jail. "My mother will go out in the streets and she will go back to work," she said, "and she won't disappear." The U.S. military has not charged any U.S. soldiers for assaulting or abusing female detainees. A Pentagon report prepared by U.S. Army Major-General Antonio Taguba, however, found that soldiers videotaped and photographed naked female detainees at Abu Ghraib. Many Iraqis believe that for their women to be seen naked, or possibly sexually assaulted, by foreign soldiers disgraces the nation of Iraq as a whole. "They want to humiliate the Iraqis, because they hate us," said Jenan Doleimi, a 30-year-old Baghdad resident. "Do you think any father will walk in the street when people point to him and say, 'How shameful. That man's daughter was violated by the Americans'?" Ms. Doleimi was not surprised by the infamous photographs depicting sexual humiliation and physical abuse of male Iraqi detainees by U.S. troops. Like most Iraqis, she had heard of a letter attributed to "Moor,' a woman said to be jailed in Abu Ghraib. In the letter, circulated last winter, Noor wrote that she had been raped by a U.S. soldier and that ; isle and female Iraqi prisoners were kept naked in their cells. No statements of abuse could be located in their detainee files. According to my records we forwarded the detainee files on disk to your location. I still have them if they are lost.
