CID Report: 0119-04-CID469-79667

CID report of investigation into the circumstances leading to a detainee entering a vegetative/comatose state. The report states that the detainee was apprehended on July 23, 2003 as a high priority target, and that he was detained in Kirkuk and later in Tikrit, Iraq. On August 11, 2003, he was transferred from the custody of US forces to a combat hospital in a vegetative state. The medical report lists his primary diagnosis as brain damage caused by lack of oxygen. Additionally, the report states he suffered a heart attack and heatstroke. He also had injuries to his head, cuts on his arm and burn marks on the bottom of his feet. The report cites New York Times and Standard News Net news articles about the victim, which report the detainee's name to be Sadiq Zoman and indicate that his injuries were a result of torture experienced in Tikrit. [The New York Times article can be found here: http://www.nytimes.com/2004/06/01/world/reach-war-prison-rosters-searing...

It would be a miracle if you can find him. If you have some dead time, no pun
intended, and want to try the impossible ; I was given this CAT '1 with unknown
subject and unknown victim based on the 21st C5.14 commander's recollection
when he returned to Hood, He says an Iraqi was brought in with closed head
injuries in mid Dec 03, and subsequently died: Said he reported to CID but .
doesn't think they looked into it because CID never interviewed his doctort,
We were directed to open by higher. The COL also said only 10 to 15 deaths
met the criteria from that time frame.
• •
You would have to pull all the SIRs and Death packets from Mort Affairs and
make sure CID investigated all the deaths with closed head irijuries. If one was
not ROI'd it would be my guy You may also open Pandora's box if a lot were
not looked at for some feasori. .
• •
It would be a great help if you could irk*. I am talking with the former NCOIC
this Week here.: •

Torture Story UPdate.
- •
I am pleased to announce th, at our reader. s have convinced the United States Army to order Criminal
Investigation Di•vision agents t•o look into the suspicious circumstances surrounding the near-deat
Iraqi family man For those unfamiliar with the background, NewStandard Iraq
corresponden as been following the story of1_11111111111=1. and his fondly: MriIIIIInwa
abducted by the US in Iraq last year and turned up a month later in a "persistent vegetative state" and
showing signs of having undergone torture.. . •
b1C-qt 4
•The Army stonewalled our numerous efforts to determine exactly what happened to Mtalll. so last •
month we asked our readets to help us figure out and hold the perpetrators accountable. • .

Fort Hood continues to illegally /delay response to our Freedom of Information Act request, but in the
meantime, TNS reader_- reports the base's judge advocate has promised an investigation is
underway. This news came after numerous of our readers contacted various Ft. Hood offices demanding
answers. Another reader reported he was told by one clerk that his office had been receiving calls all day
about the case Not surprisingly, almost no one with whom our many readers spoke last month .
had ever heard o111111.111111. ble* If/
_131, -y
Our next step is to pursue investigations of the doctor(s) who "treated" Mr and covered up his
injuries, as well as any officers who involved in the case who did not report the case of alleged torture to
investigators -- even after The NewStandard and the New York Times notified them of such allegations...
In the meantime, '11 be following up on the progress of the CID investigation, and we'll be
sure to call on our readers e get stuck again. Thanks for all your help and support.

This is a copy of the weakly update that went to GRP/CMD. This is.now a weekly
reqUireMent and I'll need yoU to give me your piece of it ALT 181:0 every TUesday, AS yoU
open cases, please add them, If yOu close a case that was previously reported, it will be
reported. as closed on that weeks report and then dropped the next week : I've organized it
by office number so it'll be easy fOr all of you to find yolir piece of the Update.
Please do
not return the entire document : Cut out your piece and. paste it into a new document,'
update as approprite and return just your cases to me • •
Per CIDR 3:95-1 there are specific elements req'd on any Monitorship Update.
They can be found in figtre 4-1 in 19$-1, But unfortunately that figure wasn't included
in the most recent copy, so being the kind and gentle AOPS,
I've gone and dug up an old. copy,' The inforMation listed bell* is what
was
listed in the figure, I've added two fields (date initiated and closed). as this info will
the reg, but its close, I'd like to try and tighten our shot group on this.

Got it Here is our last update; Just spoke with the MP CDR for the one of
detention facilities during your time frame, He had an op con platoon (978th
MP Co, Fort Bliss , TX) who was Manning the facility at the time If your guy
was picked up by the 173rd, he went to his detention facility, They kept a lot of
records ie intake and release to medical facilities etc MP CDR thinks most of
the infO is still in country.
If he was picked up by TF guys or 1/22 he went to the Div Temp Detention
Facility, also there. The only reason I know this is because I am currently
working another CAT 1 where a 1/22 detainee "disappeared" for 19 days, and
ended uP.L?eafen. Good luck. . .. •
