<p>An investigation into allegations that U.S. forces had kicked a detainee in the legs and back while he was blindfolded and handcuffed so tightly that he received permanent nerve damage in his wrist. Investigation concluded that the allegations could not be proved or disproved because (1)&nbsp;the detainee's captors could not be identified due to their &quot;operational sensitivity,&quot; and (2) the detainee could not be interviewed because he was considered a &quot;high level operative&quot; and was suspected to live in a high threat area.</p>
