Detainee alleged that he was abused while in custody of U.S. forces. The detainee claims he was beaten, sexually assaulted and had his property stolen. Once released, detainee filed a complaint and told his story on Hardball with Chris Matthews. Investigation showed that there was no evidence to support the detainee's claims due to lack of evidence, corroboration and gross inconsistencies. The claims rested solely upon his verbal complaint, with no corroborating evidence to support allegations.

I arrived in Iraq, about 26 Jan 2003, and was assigned to the 800 th MP Bde, as the S-1 (FWD). During the first week of July 2004, I arrived at Camp Bucca, IZ as the S-1. As a part of my mission 1 in processed and out processed all detainees. I was the POC for the International Committee of the Red Cross (ICRC). I was also responsible for Theater Detainee Reporting (Status of all detainees, which included sickness, death, escapes, releases and transfers). National Detainee Reportin g Center POC, which reports the status of all security detainees. I met Mr.

At Bucca:
Upon arrival at Camp Bucca, Mr. was taken directly to the JFIT and then brought over to the in processing tent on 16 Apr 03. He was processed, checked out by medical, and then taken to the Internment Facility. He claimed to be a speechwriter who was brought to IZ by Uday and Qusay Hussein. He later claimed that he had gone to IZ to meet with IZ leadership to convince them that the war was wrong. During his detention at Camp Bucca, he wrote many letters to me claiming that he was being tortured. Most of the letters had no specifics with the exception of one letter where he claimed to have been buried in the sand up to his neck and had a weapon pointed at his head by a
r. MI at the JFIT, JAG and CID interviewed him. Neither MI nor CID believed that he posed a security risk and all later recommended that he be released. I GR--te-e ents (.9to may have en prepared at that time, COL Illamigpir enerated a Memorandun7TM--

was behind me. The soldier who was.behind me was hitting me on the back of the neck with an open hand and punching
me on my side.

A: I went to Iraq to help the American people and save American life. I wanted to reduce the price of oil and make Iraq a friendly place to the US states.. Iraqi government understood they couldn't win the war and they would have cooperated to fulfill the American objectives peacefully without war. I told that to11111MMIllfend to the Egyptian ambassador in Egypt, but they did not cooperate. I feel I was violated by being apprehended because I was not a threat what so ever to he Us Army. On the contrary, I offered to cooperate with them to diffuse the Iraq resistance and save American lives. But they refused. Now, I feel frustrated because the Army has a massive immunity, which prevents me from obtaining justice. My damage is so substantial because I was mentally fragile and such abuse effected me much more than it would have affected a normal person. I brought my mental situation to the attention of the Camp Bucca clinic and explained to them how much harm was happening to me, but that did not result in any relief. When they made a provision to release mentally ill people, I was exempt me from that and when they made a provision to release over 50 year old people, they exempt me from that as well. I feel injustice by being imprisoned because of my contact with Uday Saddam HUSSEIN, while Sec RUMSFIELD knew Saddam HUSSEIN and met him as well as Pres BUSH and supplied him with weapons in which I did not.

Around 29 . or 30 Apr 03, I arrived in Kuwait with the 44th MP Detachment (CID) from Fort Lewis, Wa, the
deployment was in support of Operation Iraqi Freedom. Upon my arrival in Kuwait, I was given an
assignment to take a four Agent Team to Camp Bucca, Iraq (located just north of Umm Kasar, Iraq) to C
conduct interviews in support of the 3 rd MP Groups War Crimes Task. Force and the CJTF-7 Mi ' el

arrived on Camp Bucca sometime in the beginning of May 2003 and met with SA SACIDC) who was already on camp with a team of agents from Fort Bragg, NC. Shortly after arriving on Camp Bucca, I was notified by the Camp Command Staff that a prisoner had claimed he had been assaulted by one of the guards. The Camp Commander requested CID look into it and determine what had occurred. I am not sure of the exact dates or time lines but the following action took place.
