Investigation based on civilian contractor's allegation that he witnessed U.S. Marines abusing Iraqi detainees. In a sworn statement the contractor says he saw Marines place bags over an Iraqi prisoners' heads and strike him in the head with a pick-axe handle. The civilian contractor also states that he witnessed Marines repeatedly use slingshots against Iraqi children who were attempting to steal food from the base. There is also an allegation of using a gun as a threat and hitting Iraqi detainees during a car stop. In sworn statements volunteered by the soldiers accused of the threat with the gun incident, they stated that they stopped a vehicle and did have their weapons drawn as part of SOP, but never placed them at the head or mouth of the Iraqi personnel and did not assault or threaten the Iraqis. The Sergeant involved in the car and interpreter incident stated the following: After the car stop “He (the driver) was not placed in cuffs. I did not place my weapon in his mouth. I was carrying a 12 Gauge shotgun. I covered him when he was getting out of the truck. I was out of hand reach from him. I took him to the front of the truck and placed him in a search position.” As for the allegation of a Sergeant assaulting an Iraqi interpreter: the Sergeant admitted to rough handling the Iraqi, but stated “he was not, complying [with my orders for him to leave the compound], so I forcibly moved him to the front gate. That was the end of it.” The investigation was closed due to no further information to prove the allegations.

witnessed U.S. Senice Members abusing Iraqi detainees, while in Iraq.

Q: Can you reiterate the abuse incident you observed occurring i Hilla, with the Marines?
A: The 'first time I went up to the battalion headquarters (Al-Hilla) at the gun factorY, that was when I observed marines putting bags over the heads of Iraqi detainees and hitting them with Pick Axe handles. It was during the day and I was in the back of a Hummvee, looking over that way. I observed the marines yelling at the detainees. They were Marine _ Interpreters I believe. I went in and told a marine major, he was a Caucasian male, who said the marines were doing their jobs getting weapons off the street. I told him I observed the detainees fall after being hit in the head with the Axe handles. The marine major asked me if I had a problem with it.
Q: Was there any witnesses in the room when you told this major about the incident?
A: It was in a hallway and I do not know if there was anyone else around at the time.

I was deployed to Iraq from 14 May 03 to 21 February 04. MY duties
while assigned to OamP Vigilant where night shift NOOIC. I would receive
prisoners, Process them, also coordination with Military Intelligence to,
prePare detainees for interviews. I was never told bY MI to "rough up" or
"soften up" a detainee. I worked at the Camp Vigilant site until I got
back off emergency leave. So it was September until December 03. Camp
Vigilant was run very well, there was no detainee abuse in that Camp.pe.

Q. Do you recall an incident where you SGTO111111111111111111111were riding in

a vehicle and were cut off by an Iraqi Vehicle which allegedly, y9,14 and
41110111pulled the drive from the vehicle at Gun point? 7d"..-,Fp.-01

A. Yes. I do remember. A tractor-trailer almost pushed off of the road. We pulled him over. An interpreter explained to the driver why we pulled him over.- We had our weapons out everyone took a defensive posture, I pc -6 was covering the driver. I pulled him out of the vehicle. SGT1111111, Pi54` searched the vehicle. No weapons were found or contraband. This took about five minutes. He was not Placed in cuffs. I did not place my weapon in his mouth. I was.carrying a 12 Gauge shotgun. I covered him when he was getting out of the truck; I was out of hand reach from him. I took him,to the front of the truck and placed him in a search position. This was done because the tractor-trailer almost ran our team off the road.
Q. Can you explain the incident where you had to place an Iraqi
Interpreter on the ground?

A. I did not place him on the ground. This happened in Al Hilla, I was
sitting on my tent area on the dock. Interpreter started to walk past me
going toward the ammo where the interpreters were not allowed to be at.
I was instructed if it happened again to take them to head NCOIC. Force
Protection was important. So I took him over the operations center and
the NCOCI was not there. I told the interpreter to follow me to the
front gate. We get about 25 feet, he said something and I did not
understand and started to walk away. I turned him around and grabbed him
with my right hand on the back of his shirt and basically turned him
around and walked him to the front gate. Left go off him and was getting
the NCOIC of Interpreter and asked someone to get him and talk to him

inforMed the Marines were doing job getting guns off the street which
were meant to kill US Servide member. He related he also witnessed VS
Marines repeatedly pour peroxide and water over the open woundS of an
Iraqi prisoner. He further related he witne8sed soldiers from the 372nd
MP Go, use slingshots against Iraqi children who were attempting to
steal food from the base. Mr.aIIIIIIINII.stated he saw numerous
accounts of abuse from soldierS in the 372nd MP Co, and when he
reported it up the chain of command and was told not worry. about it
