On 4 Aug 03, this office was contacted by CPT Commander, 812th MP Co., Baghdad, Iraq
who related that her unit had conducted an investigation into the alleged theft of $8100.00, in
U.S. currency, from an Iraqi civilian during a search of his vehicle at a check point.
Investigation determined there was insufficient evidence to prove or disprove Mr
allegation that US soldiers stole $8,100.00 from him at a US check point. MAIM inbffecl"
that at approximately 1300z, 23 Jul 2003, he was stopped, by US soldiers, while driving his
privately owned vehicle, described as a black in color BMW. According to US reports, a vehicle
of that description had been involved in several suspected drive by shootings in the area. The
vehicle was - ar 04for weapons, however none were located. Following the search of the
vehicle, Mr a4leged that US soldiers had stolen $8,100.00 in US -currency, from his glove
box. Mr a self-proclaimed generator salesman, alleged that he had obtained the money
a er completing a recent sale of a $15,000 generator. According to Military Police reports, Mr
kir( was in possession of (19) nineteen, 100-dollar denomination, US Federal Reserve notes,
which were sequential in nature, at the time of his detainment. An immediate physical search of
the soldiers and vehicles for the alleged stolen money was conducted which met with negative
results.

a n Iraqi civilian had reported the theft of $8100 in US Funds by US Soldiers at a check point within
the city of Baghdad, Iraq

out 1435, 4 Aug 2003, SA was contacted CPT (812TH MP Co,
Baghdad, Iraq, she related that the 812 MP Co. has conducted an investigation into the incident
and have statements from the soldiers involved and the victim. The incident took place on 26 Jul
003, near Spartan Base, two civilians (Iraqi) a man and wife were confronted by soldiers at a
checkpoint and searched the vehicle for weapons. Upon completion of the search the civilians
reported the theft of $8100A yMurrency. The money was brand new and in numbered sequence
and banded. CPT 1110sYStArille would arrange for the statements to be delivered to the CID
office in the next couple of days.

I, WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
Abou mi dle to late July 2003, we were just doing a standard
presence patrol. The purpose was to maintain a visible presence
in the sector. That day we pulled over two black BMW's. The
reason we did that is because residents in the neighborhood
reported black BMW's driving through and firing weapons. That

while when the woman started walking toward us. We could tell
she was yelling something to us but it was in Arabic so we
couldn't understand what it was. She and the male occupant they
both came to our location and we spent about ten minutes trying
to communicate with them. Eventually I concluded that they were
accusing us of stealing some amount of money. After a few more
minutes it was obvious, we were not going to resolve the issue
there, so we told them to follow us to the Olympic Stadium so
that they could talk to an interpreter. They agreed to follow
us. Once we got to the stadium I left one of my squad leaders
with theM to make sure they can talk to an interpreter. Then I
believe it was the next day or two later we met up with them at
1-36 Infantry Headquarters. There were a couple of MP's there
along with the man and the woman. They provided an interpreter
and asked me to try and resolve the situation. Basically, I
told theM I don't know how to resolve it because they are
accusing us of stealing money. Once I told them that they said

American money out of one of the mans front pockets and then
immediately put it back into the mans pocket.

THE VEHICLE OWNER DISCOVERED APPROXIMATLEY $8,100.00 IN US
CURRENCY HAD BEEN STOLEN FROM HIS GLOVE BOX.. THE OWNER IS A
GENERATOR SALESMAN WHO HAD BEEN PAID THE MONEY BY THE US

TXF, MSG 519th MP Co, reported that an Iraqi
civilian had reported the theft of $8100 in US Funds
by US Soldiers at a cchheecckk point within the city of
Baghdad. MSG waAdvised that the duty agent
would-call-him-back-as-soon-as-he-returned
Attempted to call the reporting unit, no answer.

Contacted CPTIIIIIMMIN 812 TH MP Co, Battle
Captain, she related that the 812 th has conducted an
investigation into the incident and have statements
from the soldiers involved and the victim. The
incident took place on 26 Jul 2003, near Spartan Base,
two civilians (Iraqi) a man and wife were confronted
by soldiers at a checkpoint and searched the vehicle
for weapons. Upon completion of the search the
civilians reported the theft of $8100 in US Currency.
The money was brand new in numbered sequence and

SUBJECT: Request for Assistance (0074-03C10899-63520)
1. This office is conducting an investigation into the alleged theft of $8100.00 in U.S. funds
from an Iraqi civilian. Preliminary investigation by Military Police disclosed that about
1300z, 23 Jul 2003, the victim and his wife were stopped by U.S. soldiers while driving
their privately owned black BMW automobile. A vehicle of that description was involved
in suspected drive by shootings in the area. The vehicle was searched for weapons with
none being found. Following the search the vehicle owner discovered approximately,
$8100 in U.S. currency had been stolen from his glove box. The owner is a generator
salesman who had the money after completing a recent sale of a $15,000 generator.
2. This office received notification from the 812 MP Co, of this incident on 4 Aug 2003,
attempts were made to contact and interview the U.S. Military personnel involved and it
was determined they had redeployed to Kuwait and then to Ft. Stewart, GA .
