Findings:
1.The Camp Delta SOP states that the use of "OC Spray is not to be used as a punitive
measure to punish a DOIlli744. It is to be used only in self-defense...

The SOP also states that the Guard Commander is authorised to "posses and carry`
OC pepper spray during the entirety of their shift.
