Task #5b. What guidance on interrogation and detention procedures was given to
Military Police at the detention centers in CENTCOM and when was it given.

Answer #5b. CENTCOM provided the following information on detention procedures and interrogation. There currently is no information on whether these dochments were disseminated to the individual MP. The documents are broken out by AOR and issue date.

1. CJTF 180
a.
FRAGO 6 to OPORD 02-01, Detainee Operations, 040400ZJUNO2 this is the first document on detainee operations from OEF. The document does provide guidance on care of detainees and allows ICRC visits.

b.
Memorandum thru CJTF 180 CJ3, For CENTCOM SJA, Subject: CJTF 180 Interrogation Techniques dated 24 January 2003. This document provides approved interrogation techniques and rational for their use.

c.
Consolidated Detainee Operations Standard Operating Procedure, 28 March 2004. This document appears to be the first document on detainee operations produced by CiJIF 180. It covers both detainee handling and reiterates interrogation techniques described in the above

--Memo-.--The SOP does-direct that detainees be treated in accordance with the Geneva Convention and allows ICRC visits.
2. CJTF 7
a.
FRAGO 006M, Detention of Civilians, 190200ZMAR 2003. This document that follows AR 190-8 and provides for humane treatment of detained persons in accordance with the Geneva Convention.

b.
FRAGO 749, Intelligence and Evidence-led Detention Operations Related to Detainees, 242320DAUG2003. This is a comprehensive document that covers all areas of detention operations and criminal investigation. This document is the base document still used today.

c.
Memorandum For C2, CJTF 7, C3 CJTF 7, Commander, 205th Military Intelligence Bde, Subject: CJTF-7 Interrogation and Counter-Resistance Policy, 12 October 2003. This document provides interrogation techniques approved by the CJTF 7 Coinmander. None of the actions taken in the pictures or reported as abuse are among the approved techniques.

PMG office will continue to query CENTCOM to determine the extent of the dissemination of these documents.
