This Army memo includes five letters of reprimand issued to Army officers, a Major, Captain, Second Lieutenant, First Sergeant and a Staff Sergeant, assigned to the Alpha Company, 588th Engineers Battalion. The reprimands were issued after an Army Regulation (AR) 15-6 investigation concluded the officers caused two Iraqi detainees to suffer trauma to their heads on November 22, 2003. The letter of reprimand reminded the officers of their duty to safeguard detainees according to the AR 190-8.

Also, the Manuel for Courts-Martial states: "upon receipt of information that a member of the command is . . . suspected of committing an offense .. the immediate commander shall make . . . a preliminary inquiry into the charges." By ignoring the misconduct of your soldiers, you were derelict in the performance of your duties.

Good order and discipline requires leaders to live and enforce the standard of conduct we expect from our soldiers. Your conduct is a poor example for other soldiers to follow. As a commissioned officer, I expect much more from you. Your actions have brought discredit upon you, the Officers Corps. and the United States Army. Your violation of this prohibition casts.severe doubts on your suitability for leadership in the U.S. Army.

This reprimand is an administrative measure and not punishment under the Uniform Code of Military Justice. I intend to place this reprimand in your Local File, which will remain with you for one year or until you are separated from your unit, whichever comes first.
