1. The CJTF180 IG interviewed the Detention Facility Interrogator OIC and asked these questions
Q: Do you have a unit SOP to take, handle, and care for detainees or PUCs?
A: Yes. Bagram Facility procedures are modified here. We keep the PUCs awake for the first 24 hours that they are here. We make them stand for 24 hours. We also keep them blind folded for the first 24 hours. We give them water immediately and will give them food after the first 24 hours are up.
Q: Do you know that War crimes, including mistreatment of enemy prisoners of war, violations of the Geneva Conventions, and atrocities are a Category 1 Serious Incident Report? AR 190-40 Appendix B1 B-1 b.
A: Yes
Q: Can OGA practice their TTP in your facility?
A: No they can't use drugs or prolonged sensory deprivation in our facility. OGA guard Their own PUCs. Once the PUC is turned into our facility he is DoD. Our S2 is in charge.
Q: Who would initiate the SIR?
A: The person who saw it would initiate it.
Q: Did you train on level B law-of-war training (Level B training is conducted in units for officers, warrant officers, NCOs and enlisted personnel commensurate with the missions of the unit) based on the current missions and contingency plans (including anticipated geographical areas of deployment or rules of engagement)? AR 350-1 para 4-14c.(2) and table G-1 Refresher training, dated 9 April 2003
A: Yes.
Q: What do you use to track and account for captured personnel?
A: We use chart on each cell.
Q: How long do you keep detainees?
A: We have to have our request in no later than 72 hours after they arrive. However, it may take 1 to 2 weeks based on the ring resupply.
Q: If a detained person refuses to answer your questioning can you? Can you threaten the Detainee? Can you insult the Detainee?
A: We cannot threaten them with physical bodily harm. No death threats. We don't threaten to take away food and water either. We do threaten them with helicopter rides and PCS to KAF. We do not swear at the PUCs or call them stupid or anything. I may yell if I know the truth and they are lying to me.

Q: Do you believe that you are required to report acts of poor treatment of prisoners or detainees/PUCs?
A: Yes.
Q: How do you prevent physical torture or mental coercion?
A: No physical contact of the PUC. Every 30 minutes the guard checks on the PUC and every 6 hours the sergeant of the guard checks. The interpreter tells them the rules when they arrive. After the PUC asks questions and understands the rules there is no talking. The interpreters are local hire.
Q: Have you any knowledge or ever witnessed anyone murder anyone?
A: No PUCs have died here
Q: Have you any knowledge or ever seen anyone torture or beat anyone?
A: PUCs are treated well
Q: Has anyone seen anyone cruelly treat or degrade a PUC?
A: No
Q: How do you treat PUCs or detainees? Good, Fair, or Poor?
A: Good
Q: How do you safeguard a PUC against public curiosity?

A: People have asked for permission to see the PUCs and they have been denied.
Q: Has anyone ever taken a picture of a PUC?
A: No
Q: What is the ROE for an escaping prisoner?
A: They would have to demonstrate a hostile intent or act. A guy running away would not be cause to shoot.
