SUBJECT: Interview of Orgun-E Detention Facility Cdr OW2 IN Bn Cdr) 13 Feb 04
1. The CJTF180 IG interviewed the Orgun-E Battalion Cdr and asked these questions
Q: Do you have a unit SOP to take, handle, and care for prisoners/detainees/PUCs?
A: Yes. We have a Detainee Annex
Q: How soon do you hand over PUCs to MPs?
A: Within 48-72 hours our submission is in for the next flight. The flight usually arrives within 7 days.
Q: How do you account for money taken from captured/detained personnel?
A: Report to Brigade. $5,000 or equivalent would be of possible intelligence value. It is not uncommon to find large amounts of money on detainees. It is just cause for closer scrutiny. Eve ca ture is immediately reported. We provide a daily INTSUM to COL(P)
.Q: Do you tag captured or detained persons or their property?
A: Does not happen too often. We inventory their items and put in a bag. We use a DOCEX form.
Q: How do you prevent physical or mental torture or coercion of the detained person?
A: Heard about it with the last ODA that was here prior to 10 th Mountain Division, but I didn't see any evidence of it. The investigation didn't pan out. Allegedly a PUC bit an ODA soldier 2-3 months ago at CJSOTF.
Q: Do you keep detainees near fuel, ammo, or commo equipment?
A: No, we keep them separate
Q:
How do you treat PUCs or detainees? Good/Fair/Poor? Good treatment.

Q:
How do you safeguard a PUC against public curiosity? Good/Fair/Poor

A: Don't believe that anyone knows that they are here. They are too far inside the firebase for anyone to know where they are.
Q: Has anyone ever taken a picture of a PUC?
A: Only for intelligence value. I am 99.9% sure that we don't do it and we don't let the Press do it either.
