In response to increased attention to detainee conditions in U.S. government and media the Army instituted reforms on handling and detainees and reporting any abuse. The document consists of several "Executive Summary’s" that detail the issues involved and senior commanders’ directives. Reference is made to: Senate and House Armed Services Committees; Army Detainee Task Force; Fay investigation; and the Schlesinger panel.

Fiji Added "Quantitative ' Contents to Information Provided Outside Army [USACIDC]: This EXSLTM is in response to a request to add more quantitative content to earlier tasking. Added the following:

MG Ryder and the Deputy Commander provided information 9n investigations to both the Senate and House Armed Services Committees. Information consisted of case category, type and location analysis, status of investigations, and summaries of investigative actions for over 103 criminal cases.


Over 140 media resp. wwhich is approximately a three-fold increase over the normal number of media requests and= responses that CID receives in a similar period:of time.


Initiation of an investigative task force et IIQ, CID, to review all detainee oases and identify cinurnonalities, trends, patterns arnIrleadi4 , The forming of the task has basically shut down the command's Inspector General office, the investigative policy office, and two-thirds of the current operations office.

• CID has initiated 186 criminal investigations as of 6 Aug 04.
o 51 death investigations

o 109 assault investigations

o 6 sexual assault investigations

o 20 theft investigations

CID has yet to initiate any new investigations as a result of the MG Fay investigation.
MG Fay investigation identified 24 physical or sexual assault detainee abuses
o CID had previously investigated 18 of those incidents.

o MG Fay's legal advisors declined to allow HOUSACIDC to send the remaining 6 inoidents,t0 the field for investigation until 6 Alp 04. On 6i Au ..04, those 0 elligetIons ware approved for release to CID field elements for Investigation.
