MEMORANDUM FOR RECORD
SUBJECT: Detainee Operations Inspection Corrective Actions — 1/2ACR (Camp Delta)
1.
The purpose of this memorandum is to outline the corrective actions taken following the
inspection of the Camp Delta Detainee Facility on 13MAY04.
2.
The following are the areas requiring correction and the actions taken:
a. Area assessed: Detainee Holding Facility Management
Action: Copies of applicable FRAGO(s)/Tactical Updates have been copied and are on-hand at the facility. Guard/Staff training has been completed by the 502MI Company Commander as of 12MAY04.
b. Area assessed: Detainee Holding Facility Security
Action: The single strand concertina has been upgraded to triple-strand in both the inner and outer perimeter of the holding facility. Land-line communications has been reestablished between the facility and the operations center. The facility is currently scheduled for improvements to include construction of lockable doors on all segregation cells and chain-link
fence for the general holding area.
c. Area assessed: Detainee Processing/Tracking
Action: The current procedure for submitting detainee information continues as a workable solution despite the extended distances from the next higher level of detention facility.
d. Area assessed: Detainee Evidence/Property Accountability
Action: We located the bi-lingual (English-Arabic) DA Form 3137 through SJA channels. Training on Law of Land Warfare, Rules of Engagement, Detainee Procedures (to include evidence/property training) has been conducted as of 1JUN04.
