The ICDC soldiers immediately turned him over to US forces. The detainee sells domestic animals throughout his province so it is normal for him to carry large amounts of money after selling the animals. He claims he was taken to an American base near Baled where his clothes were cut off by American soldiers and he and other detainees were forced to stand in the

rain naked for twelve hours. After ten days he was released and told to come back the next day
to claim his money. When he came back on 23 January he was offered 4000 USD or an
impounded BMW He refused both offers andli.111111111111 the 1-8 Infantry pejold him he
must accept one of the offers or would put him back in jail.Pdeclined and said he
wanted the 26000 USD he had when he was detained a d no less. Pput him back in
detention for another sixteen days. He said threatened him, told him not to file a
claim, and if he did he would cut his tongue. On 15 MayilliPP' filed a claim and this case is
being investigated by CID.

66-V Note: Though as the ICDC Company Commander for Al-Ishaki...he had been reprimanded twice before. First, for taking money (usually $300-500) from detainee families with the promise that he could get detainees related to the family _y released. We initially started receiving reports in October 2003 thatIMMerwas taking bribes and he was immediately reprimanded. Second, in November 2003 and again in January 2004, he was suspected of stealing money several different times from motorists that passed through the Ilihway 1 ICDC checkpoint at the 64 northing. From these accusations,_as reprimanded a second time in January 2004, relieved from his duties for a period of two weeks and then reinstated under probation.

Sometime in January while occupying F013 Paliwoda near Balad Iraq, a prisoner named• was brought to the
FOB by the Iraqi Civil Defense Corps (ICDC). The ICDC claimed that _tad been running money for anti-coalition forces. When dlINIPas given the_V money, he insisted that he had more money and refused to leave until it was given to him. He stated that he would be killed by the people who he owed the money tto. We allowed him to stay in the Eagle Jail for approximately two weeks until allib finally decided to leave. We gave him all the money that had been given to us by the ICDC.
